COMMITTEE OF THE WHOLE – CITY OF MUSKEGO APPROVED 3/15/07
MINUTES OF MEETING HELD THURSDAY, FEBRUARY 22, 2007
Mayor John Johnson called the meeting to order at 6:30 PM and led those present in the Pledge
of Allegiance.
ROLL CALL
Present: Mayor Johnson, City Administrator Sheiffer, Ald. Borgman, Ald. Madden, Ald.
Schaefer, Ald. Snead, Ald. Buckmaster and Ald. Melcher. Also present were those listed on the
attached sheet.
Excused: Ald. Salentine
STATEMENT OF PUBLIC NOTICE
City Administrator Sheiffer stated that the meeting was noticed in accordance with the opening
meeting law.
APPROVAL OF AGENDA
REVIEW MINUTES OF PREVIOUS MEETING
Ald. Madden moved to approve the minutes of January 18, 2007, seconded by Ald. Snead,
motion carried.
NEW BUSINESS –
Discuss Sewer and Water Facilities Plan – Joseph Eberle (Ruekert & Mielke)
Joseph Eberle introduced Mr. Michael Campbell who would be reviewing the Sanitary Sewer
System Facilities Plan and Mr. Steve Schultz who would be reviewing the Water Facilities Plan.
Mr. Campbell distributed maps noting that this is just a draft document and is not meant for
publication. He explained that it has taken over two years to provide this draft as they are doing
this in sync with MMSD’s plan, as both have to mesh.
He explained this plan is very important for developing public works infrastructure and
providing for an orderly development of a community. He pointed out the existing sanitary
sewer service area and a possible future sewer service area if and when the entire community is
developed, as well as gravity flows. He stated that the present system is in very good condition
and has been well maintained by the City’s Utility Department. Future Land Use plans were also
discussed as defined by the Southeastern Wisconsin Regional Planning Commission. He
explained the concept that the cost of expansion would be covered by new growth. He pointed
out three internal alternatives for what would have to be done if there would be utility extensions
to the City of New Berlin. Another alternative would be to service the Mill Valley area only.
Presently, there is only one external connection to MMSD. If the whole community was
developed, there are three possibilities for external connections: 1.) All flows conveyed to the
existing connection, 2) All flows conveyed either south or north; or 3) Split the flows with the
south side of the city going to the proposed Ryan Creek Interceptor and the north side flowing to

the existing connection. MMSD has dropped the Ryan Creek Interceptor proposal and is now
looking into a smaller pump force main that would be very beneficial to the City of Muskego. It
is important that MMSD be encouraged to keep this project in their future planning.
Intergovernmental agreements would need to be entered into with the abutting communities.
Mr. Schultz from Ruekert & Mielke discussed the Water Facilities Plan. The City of Muskego
has wells and water facilities. There are two main groups governing public water in the State of
Wisconsin. The DNR governs water quality, system design and how you operate and manage
the system. The Public Service Commission determines rates and governs level of service to
your customers. The Master Plan was started two years ago to assure quality service to this
community along with adequate fire protection. With data received from SEWRPC and with the
City’s zoning, estimates can be made to determine how many new homes will be built, how
many new acres of industrial and acres of commercial and even planned public facilities. They
break the data down and compare it to how much water the average residential, industrial,
commercial, and public service use and come up with average flows. They also take into
consideration peak flows and peak hour periods. Mr. Schultz advised that the City start looking
at additional storage. Mr. Schultz also explained the ongoing monitoring of the well located in
the Stoneridge Landfill to assure it does not become contaminated.
Discuss Sewer and Water Extension to the City of New Berlin
Mr. Schultz reviewed the proposed Mill Valley development and if it would develop, the infra-
structure required. The options depend on how development occurs, timing and costs. He
advised that if the City of Muskego and City of New Berlin would share costs for this area, it
would be cost effective for both communities. SEWRPC is looking at water regionally. Ald.
Melcher questioned the groundwater condition in this area. Mr. Schultz advised there is a
tremendous amount of water in that area.
The committee recessed at 7:45 PM.

Review Network Assessment Report – Joseph Sommers, Information Systems Director
Joseph Sommers appeared before the committee to come up with ways to implement the
Network Assessment Report presented at the last meeting. Joe distributed a report with CSEI
network assessment recommendations along with his comments (attached).
Craig Anderson, Parks & Recreation Director, and Jeff Muenkel, Plan Director, discussed their
website use for their programs dealing with recreation programs and mapping issues. Mayor
Johnson expressed the need to be user friendly and felt this needs to be addressed for the next
budget. Several aldermen commented that there are various areas of the City’s website that need
updating. Department heads will draft suggestions to be presented to the council at a future date.
Ald. Buckmaster felt that a Disaster Recovery system be discussed with all departments and then
recommendations brought back to the Council. Joe advised that he works with department heads
on a regular basis prior to the budget process.

Final Projects for 2007 Road Program
Ald. Buckmaster, Chairman of the Public Works Committee, requested this item be put on this
agenda. He explained that during the 2007 budget process, the Committee Of The Whole
approved a public works department item for the Industrial Park pertaining to installing a turn
lane at the intersection of Mercury & Apollo. The Public Works Superintendent is now
recommending that this item be removed and the 2007 Road Program be revised according to
need. The Public Works Committee had no problem with this request but felt that since approval
had been given by the Committee Of The Whole, it should be their decision. After considerable
discussion, Ald. Madden recommended that this item be sent back to the Public Works
Committee for their review when the new City Engineer is on staff.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – None
Ald. Borgman moved to adjourn at 10:16 PM. Seconded by Ald. Melcher, motion carried
unanimously.
