COMMITTEE OF THE WHOLE – CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, DECEMBER 11, 2007
Mayor Johnson called the meeting to order at 6:37 p.m. and led those present in the Pledge of
Allegiance.
ROLL CALL
Mayor Johnson, Ald. Snead, Ald. Borgman, Ald. Werner, Ald. Melcher, Ald. Fiedler and Ald.
Schaefer. Ald. Pavelko arrived at 6:55 pm.
Department Heads/Other Staff present: Finance Supervisor Sharon Mueller and Utilities Superintendent Scott
Kloskowski. Also present were Tess Corners Volunteer Fire Department Chief, Skip Wojnowski, and citizen Suzi
Link.
STATEMENT OF PUBLIC NOTICE
The secretary noted that the meeting had been noticed in accordance with the Open Meeting
Law.
APPROVAL OF AGENDA
Mayor Johnson advised that he would take items out of order to accommodate those present.
APPROVAL OF MINUTES
Ald. Fiedler moved to approve the minutes of the meeting held November 27, 2007.
Seconded by Ald. Snead, motion carried.
NEW BUSINESS
Review of Muskego Volunteer Fire Company Service Agreement for 2008
Mayor advised that he met with Mike Kersky, president of the Company, who requested a one-
year contract. Mayor indicated that the committee had been provided with a draft timeline. Mayor
also stated that the Company would like to be able to pay their bills instead of submitting to the
City for payment. Ald. Werner is in favor of continuing the present practice of the City paying the
bills. Ald. Snead stated she felt that the Company should be able to pay their bills as it is only for
one year, it is in their contract and we review their report quarterly. Ald. Melcher and Ald. Fiedler
voiced concern with the Company being able to handle reporting responsibilities. Ald. Borgman
would like to give the Company an opportunity to handle their bills noting that we can always
revert back to the City handling their books. Supervisor Mueller recommended that the Company
submit monthly statements to the City for check and balances. Mayor is concerned with monies
being put into their savings account.
Suzi Link questioned the committee if the contract with the Company guarantees payment by the
city if the Company defaults. She questioned the City’s role in paying the bills. Ald. Fiedler stated
that, per the contract, the City would not be liable.
Ald. Fiedler moved to recommend to Council the approval of the agreement with the
Muskego Volunteer Fire Company Service Agreement, January 1, 2008 to December 31,
2008 with quarterly payments of $72,280.50. Seconded by Ald. Borgman, motion carried
unanimously.

Review of Tess Corners Volunteer Fire Department Service Agreement for 2008
Mayor advised that Tess Corners Volunteer Fire Department has requested a one-year contract instead of
the present six-month contract.
Ald. Fiedler moved to recommend to Council the approval of the agreement with Tess Corners
Volunteer Department Service Agreement, January 1, 2008 to December 31, 2008, with quarterly
payments of $39,393.75. Seconded by Ald. Werner, motion carried unanimously.
Mayor explained that these agreements would be acted upon at the Common Council meeting
and amendments can be made at Council regarding payment of bills.
Review of Ambulance Service Agreement
Mayor advised that this contract is identical to last year’s contract and this will go directly to
Council.
Review of Sewer and Water Utility Budgets
Ald. Fiedler questioned billing methodology and Utility Superintendent Kloskowski explained the
ordinance.
The increase in operating expenditures for sewer and water for 2008 is approximately $127,000
(2%) for sewer and $129,000 (8%) for water.
Utilities Superintendent Kloskowski advised that there is a rate case determination at the Public
Service Committee. Finance Supervisor Mueller stated the rate case determination probably
would not occur until the latter part of the first quarter of 2008, with new rates not going into effect
until mid-year. This is due to a backlog at the PSC. Staff is recommending a zero rate increase
in Water and Sewer residential user rates for the year ending 2008.
Discuss Liability, Workers’ Comp., Property and Auto Physical Damage for 2008
Mayor and City Administrator are working on comparing two plans, the League of Wisconsin
Municipalities and Cities Villages Mutual Insurance Company (CVMIC). Presently the City is with
League of Wisconsin Municipalities. Mayor is proposing to extend agreement with League for a
month to allow more time to evaluate. The committee had no objections.

Ald. Snead moved to adjourn at 7:29 pm. Seconded by Ald. Fiedler, motion carried
unanimously.
