COMMITTEE OF THE WHOLE - CITY OF MUSKEGO Approved
MINUTES OF THE MEETING HELD JULY 24, 2003
Mayor Slocomb called the regular meeting to order following adjournment of the joint
meeting with the Little Muskego Lake District. Present were Ald. Petfalski, Buckmaster,
Damaske, Madden, Patterson, Salentine, Schroeder, and Deputy Clerk Blenski. The
Mayor had given the statement of public notice at the joint meeting.
Ald. Buckmaster moved for approval of the minutes of June 12, 2003. Ald. Patterson
seconded; motion carried.
OLD BUSINESS
Continue Discussion of Old Muskego Settlement Centre (Facilities Agreement/Lease)
Ald. Buckmaster noted that discussion took place at the Parks & Recreation Board
(7/14/2003 meeting) regarding the Facilities Agreement with the Muskego Historical
Society. He reported the changes that were recommended by the Board. The
discussion included if an agreement was needed. The City owns the property and has
paid for the building renovations. A policy could be developed to outline use by the
historical society for the lower portion of the building with the Parks and Recreation
Dept. to handle scheduling for the upper portion. The Board wanted the Parks and
Recreation Dept. to have primary use of the building.
Ald. Schroeder stated he somewhat agrees. As time has progressed, the City has put
more money into the building than initially anticipated. The City needs to obtain a better
use of the building for the money that has been expended. Ald. Salentine agreed.
Ald. Damaske noted the existing lease could be amended to include the town hall.
The Mayor asked about the revenue from the town hall. Ald. Petfalski stated the
Historical Society could schedule use of the main area like any other group and sponsor
fundraising events. Ald. Damaske stated he wants to know the direction of the society
and see the requirements of the existing lease met before making any financial
commitments. Ald. Petfalski stated it’s not our role to provide them with a revenue
stream. They will have use of a facility that will enable them to raise revenue. There
are groups (such as the Chamber of Commerce) and businesses in the community
willing to help; it is up to the Historical Society to come forward and take financial
responsibility.
Ald. Petfalski suggested the existing lease with the Historical Society could be updated
to incorporate the town hall building. The lease could be reviewed at the next COW
meeting. Ald. Buckmaster asked when it was anticipated that the building would be
available for use. It was not known at this time. Ald. Damaske asked about the parking
lot and the Mayor responded it would be gravel. Ald. Damaske raised concerns about
the gravel being brought into the building and damaging the new wood floor. He prefers
a hard surface parking lot.
Use of the Settlement Centre parking lot during the Community Festival was also
discussed with the consensus being that any changes should be done next year since it
is too close to this year’s event. When the lease is revised, this issue could be
addressed.
