COMMITTEE OF THE WHOLE - MINUTES - 2/14/2002 COMMITTEE OF THE WHOLE – CITY OF MUSKEGO (Approved) MINUTES OF MEETING HELD FEBRUARY 14, 2002 Mayor De Angelis called the meeting to order at 7:13 PM. Also present were Aldermen Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders and Wichgers, and Engineering/Building Inspection Director Sean McMullen. The Pledge of Allegiance was recited by all in attendance. The Clerk-Treasurer noted the meeting was noticed in accordance with the Open Meeting Law. Discussion on Moorland Road Corridor-Janesville to McShane Sean McMullen reported final plans will be in his office tomorrow. Bid opening will be th held March 28. The attorney for Jewel Osco will have the contracts back to Waukesha th County by next week. We should be ready to go by the April 11 project start date. New Berlin Drainage and Storm Water Issues Sean stated he attended a meeting with the DNR regarding potential reallocation of previously funded grants. Muskego will be able to retain the $914,000 grant, and may qualify for an additional $160,000. New Berlin lost their $35,000 grant. Sean stated he will also apply for two non-point grants for an additional $400,000 on a reimbursable basis for the 2003-04 budget year. Discussion on Durham Drive – McShane to OO Sean advised that at the November COW meeting he was asked to look at the different alternatives for the section between Hi View Drive and station 100. He distributed a cross section going from a rural to an urban section with curb and gutter and explained that proposal was estimated at $1,010,550, compared to the existing section estimated at $562,501. Ald. Sanders expressed concern about spending $1 million for this section of road and downgrading it from 40 mph to 35 mph. Sean presented two alternative routes, with Alt. 1 requiring relocation of 9 homes and Alt. 2, 0 homes. The construction and attributes of each alternative were reviewed. Construction costs for Alt. 1 with curb and gutter for a portion of the road estimated at $4.2 million and $3.5 for Alt. 2. The width of Alt. 2 is 80 ft. with a 30 ft. planting strip on either side, which is not purchased by the City – but put on the plat when developed. Ald Slocomb asked why the road is 80 ft. from McShane to Hi View, and 100 ft. from Hi View to 00? Sean that’s how it’s mapped by Planning, but if Durham from Woods Rd. to 00 is always planned to remain rural, it should be 100 ft., and Mayor agreed it should be 100 ft. rural cross section. Ald. Slocomb agreed with the rural cross section as ditches are better for water quality issues. Sean advised this is about a 2.5 year project. Anticipated to have road completed in August, 2005. Sean suggested the area of the park adjacent to the new right-of-way be looked at for any work which could be done at the time of construction of the road. He noted the bike path along the road will be 8 ft. hard surfaced. Ald. Slocomb requested Sean to look at the possibility of an 8 ft. hard surface path, plus 8 ft. th gravel for equestrian use. An informational hearing was set for Wednesday, March 13 (note: later changed to 3/28) at 7:00 PM in the Muskego Room. A formal presentation will be made with revised exhibits. Sean was directed to notify any development that is tributary to Durham Drive between Woods Road and 00. Sean was excused at 8:45 PM. Review status of Community Center project Mayor noted the open house held last night went well with about 24 people attending. Ald. Petfalski recommended a formal presentation format with question and answer period. Mayor agreed, with the various stations available after the program. Ald. Patterson recommended the entire program be taped. The hearing date was thth selected as March 13, moving the Durham Dr. hearing to March 28. Mayor recommended Craig Anderson proceed to develop an RFP for design/construction services. A projected opening date would be October, 2003. Mayor would like to set up a time to have Dave Anderson of Ehlers and Associates meet with COW to talk about issues as they relate to this project and what it takes to create a Community Development Authority (CDA) and what does it mean. One of the proposals is to fund the project through CDA revenue bonds and to talk about the different proposals of where the CDA areas would be in the community and the Tess Corners Drive area and potential for redevelopment TIF in this area. Members of the Mayor’s Task Force will thth also be invited. March 7 and 14 were selected depending on Dave Anderson’s schedule. The CDA would be the only topic on the agenda. Discuss Status of Old Muskego Settlement Centre Mayor reported Brian Turk received an e-mail from Don Pionek on the landscaping. Hope to bring to Plan Commission meeting in March. Discuss Streetscape – Gateways to City Nothing new to report. On hold waiting for more detail on the Tess Corners project. Lake Fees Study Committee Update Ald Slocomb had nothing new to report. Update on Power Plant Proposals Mayor reported nothing new since his report to the Council on Tuesday. Discuss Consolidated Dispatch Mayor advised he talked to Chief Johnson today. The committee plans to meet first with the Police Chiefs and then with elected officials of the communities. Ald. Petfalski felt Mr. Finley was considering Muskego’s letter as an endorsement, and it was made clear it was only a letter of intent to listen to more detail. Ald. Patterson moved to send another letter to the County Board clarifying we are keeping an open mind to the proposal but it is far from an endorsement of the proposal. Ald. Petfalski seconded; motion carried. Discuss Governor’s proposal relating to State Shared Revenues Mayor advised a public hearing on this issue will be held at 10AM on 2/19/02 at MATC sponsored by the Democrats. Jean asked if aldermen intend to attend they should advise her in the event a quorum will necessitate an open meeting notice. Discuss Hiring of Consultant for the Economic Development Strategic Plan Planning Director Turk’s memo of 2/14/02 was reviewed. Mayor stated he couldn’t see how sending out the RFP will interfere with any of the Planning Dept. projects and the cost to send out would only be minimal. Ald. Petfalski moved to direct Brian Turk to put the RFP out and provide a list of projects and how this will affect them so we know what to prioritize. Ald Slocomb seconded; motion carried. Le Doux advised he had been offered an opportunity for all the aldermen to ride in a wagon pulled by miniature Belgian horses for the Muskego Community Festival parade. All concurred it was a good idea. As representative on the Festival Committee, Ald Sanders will present the idea to the committee at their meeting next week. Adjournment Ald.
