COMMITTEE OF THE WHOLE - MINUTES - 9/13/2001 COMMITTEE OF THE WHOLE - CITY OF MUSKEGO Approved 10/18/01 MINUTES OF MEETING HELD SEPTEMBER 13, 2001 Mayor De Angelis called the meeting to order at 7:25 PM. Also present were Aldermen Slocomb, Patterson, Le Doux, Wichgers and Petfalski, Finance Director Gunderson. Ald. Sanders arrived at 8:10 PM. Ald. Salentine was absent and excused. The Mayor noted the meeting was posted in accordance with the Open Meeting Law. REVIEW MINUTES OF PREVIOUS MEETING The minutes of the June 14, 2001 Committee of the Whole were distributed. Ald. Petfalski moved to defer approval of the minutes to allow for additional time to review. Seconded by Ald. Slocomb. Carried by all. PRELIMINARY DISCUSSION OF 2002 OPERATING BUDGET Finance Director Gunderson reviewed the 2001 operating budget with the committee highlighting the that the budget included a 20% increase in employee health care costs, estimated wage adjustments for represented employees is included in the individual budgets, but all other estimated adjustments are included in contingency. The budget includes $500,000 use of fund balance in the general fund, $250,000 use of fund balance in the debt service fund. The budget does not include any adjustment of the Aldermen’s or Mayors compensation. The budget was then reviewed department by department. With explanations given for significant changes. The Committee asked that the Historical Society be invited in to attend the next meeting to discuss their operating and capital budget requests. Ald. Patterson suggested that the City pay what they are now and let the Society become more accountable in the future. Ald. Wichgers questioned how big we want the Settlement Center to be and what we want may be bigger than reality. A considerable amount of time was spent on the request for an additional Planning Position. The Mayor advised that all the departments requesting positions would be asked to attend one of the next two committee meetings and that job descriptions for all the new positions would be available. The Committee requested that the Finance Director contact the two fire departments and ask them to provide the number of fire calls they have had in the last year and that someone familiar with their financial reporting plan to attend the meeting. The following department heads were requested to be scheduled into the next two meetings: Mayor, Clerk-Treasurer, Information Systems Director, Engineering/Building Director, Police Chief, Plan Director, Don Pionek for the Historical Center and both Fire Departments. Adjournment Being no further business to discuss, Ald. Slocomb moved to adjourn the meeting at 10:55 PM. Ald. Wichgers seconded, motion carried. Respectfully submitted, Dawn R.
