COMMITTEE OF THE WHOLE - MINUTES - 1/15/2001 COMMITTEE OF THE WHOLE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 15, 2001 Approved: February 8, 2001 Mayor De Angelis called the meeting to order at 7:05 p.m. Also present were Aldermen Slocomb, Chiaverotti, Le Doux, Patterson, Salentine, and Wichgers, Planning Director Turk, and Deputy Clerk Blenski. Ald. Sanders was absent. The Mayor stated the meeting was noticed in accordance with the open meeting law. Ald. Patterson moved to approve minutes of the meeting held 11/9/00. Ald. Salentine seconded, motion carried. OLD BUSINESS Discuss 2010 Comp Plan Review of the plan continued with Brian Turk beginning with Utilities on 6-9. He provided cost information regarding the City waiving interest on deferred assessments as recommended by the Comp Plan Committee. It was determined that the idea was not feasible but the Committee was commended for the effort. Ald. Slocomb stated that the cost impact to the City would be significant. The issue of equity was also discussed regarding those individuals that have already paid interest on deferred assessments. Mr. Turk noted that there are other ideas that can be implemented to slow down growth. The last Implementation Strategy paragraph on 6-9 will be removed. Under Parks and Recreation, Mr. Turk stated that all references to “bike path” would be changed to “recreational trail.” The Parks and Open Space Plan will be coming forward for the Council to review in the near future. Ald. Slocomb stated that the Recommendation on 6-12 under Issue 2 should be changed. The Future Parkland landfill site should be pursued as a land acquisition but not for park purposes. It was agreed that land north of Ryan Road should be pursued for park purposes. Under Agriculture, Mr. Turk noted that the State has changed the criteria for the farmland preservation tax credit program. Ald. Slocomb requested that parcels with the EA zoning be researched to determine what the underlying zoning is. There is no advantage to maintain the EA zoning category. In light of that, it was determined that Recommendations 1 and 2 on 6-13 would be rewritten. Government - 6-14 Ald. Slocomb suggested the possibility of using a survey to determine who would use the Planning and Building Inspection Departments if hours were extended. Chapter 7: Land Use Recommendations Mr. Turk reviewed the proposed map and zoning categories. He stated that the majority of land in the Other category is comprised of road right-of-way areas. The recommendations will be subject to the Economic Development Strategic Plan being developed by the Mayor’s Task Force. Mr. Turk stated that the Task Force should be able to review a draft of the plan at the end of January. Ald. Salentine encouraged more land for commercial development. If businesses currently located here want to expand, additional land is needed. Mr. Turk stated that he would provide the Plan Commission with a redlined version of the Comp Plan with the changes recommended by the Council. It is important that the two bodies reach a consensus regarding the plan. Mr. Turk also noted that the plan depicts total build out of the current sewer service area by 2010, which will not occur. Committee of the Whole Page 2 Minutes of Meeting Held January 15, 2001 Following final discussion regarding the 2010 Comp Plan, Mr. Turk was dismissed at 9:15 p.m. NEW BUSINESS Aldermen/Elected Officials Office Supplies Ald. Slocomb moved to defer, as Ald. Sanders was not present for discussion. Ald. Salentine seconded; motion carried. Restrooms - Veterans’ Park Ald. Le Doux stated he discussed the Veterans’ Park pavilion with Chief Johnson, Sean McMullen and Craig Anderson. He would like the building to have additional restroom facilities. Ald. Le Doux stated that the Parks and Recreation Board did not support the commitment of additional park dedication funds to increase the restroom capacity. He believes the additional cost will not be that substantial and will provide a benefit to the park. The Mayor requested that Ald. Le Doux research the answers to the following two questions: 1. How many people will the pavilion accommodate? 2. What is the cost to increase each restroom from two facilities to four? OLD BUSINESS New Berlin Drainage and Storm Water Issues and Possibility of Scheduling Joint Meeting The Mayor stated Cathie Anderson has been in contact with the City of New Berlin and is working on scheduling a joint Public Works Committee meeting. Ald. Patterson noted Monday mornings do not work with his schedule. Lake Fees Study Committee update Ald. Slocomb stated another meeting would be scheduled in the near future. Discuss Status of City Hall Remodeling Project The Mayor provided the Aldermen with a brief update of the project. City meetings will still have to be held at the Library through the first week in February. It is anticipated that the cable/sound installation will be completed sometime during that week with the Common Council being able to relocate to the Muskego Room for its first meeting in February.
