COMMITTEE OF THE WHOLE - CITY OF MUSKEGO Approved 11/9/00
MINUTES OF MEETING HELD JULY 31, 2000
Mayor De Angelis called the meeting to order at 7:15 PM. Also present were Aldermen
Slocomb, Chiaverotti, Le Doux, Patterson, Sanders, Salentine and Wichgers, Finance
Director Gunderson. The Mayor noted the meeting was noticed in accordance with the
Open Meeting law.
PERSONAL APPEARANCE
Mr. Dave Anderson and Phil Cossen of Ehlers and Associates, the City’s financial
consultant, were present to conduct the second in a series of workshops on preparing a
five-year financial management plan. Mr. Anderson reviewed the discussions from the
first workshop and reviewed the capital improvement and equipment needs of the City
as prepared from staff requests. Mr. Anderson discussed with the committee Cash Vs.
Debt financing of capital and equipment needs and presented a financing scenario.
Mr. Anderson recommended to the Committee that they consider restructuring the
payback of the an advance to the City from the Sewer Utility in order to level out the
overall debt payment schedule for future years. The committee reviewed sample
capital and debt management policies and scheduled their third workshop for

Mr. Donald Pionek appeared before the committee to present a proposed site layout for
the Old Muskego Settlement Centre. Ald. Patterson questioned whether the City was
ready to sign off on $150,000 to relocate the Old Town Hall building on Pioneer Drive
to the Old Muskego Settlement Centre Site. Ald. Slocomb indicated that he felt this
was a proper fit for use of landfill fund. Ald. Le Doux pointed out that the site would
only improve as time goes on and understands that it may be a commitment of up to
$150,000 the first year. Ald. Wichgers expressed his concern about long-term
commitments, especially if there is no longer support from the historical society. The
Committee had no other objection to the plan and recommended that it be taken to the
Park and Rec. Board.

Ald. Chiaverotti moved to adjourn at 10:25 PM. Ald. Wichgers seconded, motion
carried.
