COMMITTEE OF THE WHOLE - MINUTES - 10/7/1999 COMMITTEE OF THE WHOLE - CITY OF MUSKEGO Approved as Corrected 11/4/99 MINUTES OF MEETING HELD THURSDAY, OCTOBER 7, 1999 The meeting was called to order at 7:04 P.M. by Mayor David L. De Angelis. Present were Aldermen Slocomb, Patterson, Le Doux, Pionek, Salentine, Chiaverotti, Sanders, and Finance Director Dawn Gunderson. STATEMENT OF PUBLIC NOTICE Mayor reported that the meeting was noticed in accordance with the Open Meeting law. REVIEW MINUTES OF PREVIOUS MEETING OF 9/16/99 and 9/23/99 and 9/30/99 The committee reviewed the minutes of the previous meetings held 7/22/99, 9/16/99, 9/23/99 and 9/30/99. Ald. Patterson moved to approve the above minutes subject to correcting minutes of 9/30/99 to correctly spell Kevin Seivert’s name and to change reference of “district” to “department”. Seconded by Ald. Salentine, motion carried 7-0. UNFINISHED BUSINESS Muskego Volunteer Fire Company Ald. Mark Slocomb stated that he had hoped he had made it clear at the last meeting that he wanted both departments to meet to discuss the pay per rescue call and come up with a system that would work for both. Ald. Slocomb advised that he spoke with a representative from Tess Corners Fire Department today and they stated they had no interest in doing anything different other than the current $5.00/$7.50 per call As pointed out at last week’s meeting the plan requested is all encompassing and that the committee seemed to have a strong feeling that they would like to focus down to a per call or per response basis. If a problem began with recruiting, this committee would look into doing additional training. Mayor De Angelis will meet with both departments before the meeting of October 14, 1999, and address outstanding issues. A discussion was held on audits for the two departments. Mayor advised that he had conferred with city auditors on the issues regarding taxation on benefits paid. Discussion was held regarding how remodeling of the Tess Corners Volunteer Fire Department on Durham Drive was accomplished through their operating budget. Mayor advised that Tess Corners borrowed the money and the City is making the payments through the Operating Budget. Ron Kaebisch noted that he felt the Muskego Volunteer Fire Company would not want to change their request for incentive pay. Mayor stated that the seven aldermen have to agree to finance it. A question was raised if Council want to meet individually later or continue through this process. Ald. Patterson questioned how we send Budget to public hearing incomplete. Mayor suggested that we put in Fire Department’s requested dollar amount for call-pay into contingency and address that issue between now and the end of the year. Contingency amount would then be transferred into Operating Budget when resolved. Ald. Slocomb moved to form a committee of Ald. Chiaverotti and Ald. Patterson to meeting with the two departments and provide recommendation. Seconded by Ald. Sanders, motion carried. Ald. Salentine questioned if Ald. LeDoux felt he could stay unbiased on these issues as she he is an active member of one of the fire departments. Ald. LeDoux replied that he is not an officer of the department Committee Of The whole - Page 2 October 7, 1999 and has no financial gain in any decision, so he feels he is able to act in accordance with the law. Mayor De Angelis explained that Ald. LeDoux is the only one who is able to make this decision. 2000 Operating Budget Information Systems Director Joe Sommers and Clerk/Treasurer Jean Marenda appeared before the committee at the committee’s request to further discuss their request for additional personnel for their departments. Ald. Slocomb stated that upon further reflection, creating a position between the Clerk/Treasurer’s department and the Finance Department would create an undesirable situation as the City has tired hard to separate the Treasurer’s Department and the Finance Department keeping their duties separate for good auditing purposes. He felt that he would be receptive to the position being shared by Finance Department and Information Systems Department which would free the use of a floater that has been mainly scheduled in the Finance Department and Information Systems Department. Clerk/Treasurer Marenda voiced many concerns one of them being not having the same floater for her department She also questioned if work is not satisfactory would she have the authority to discipline. Ald. Slocomb advised that the procedure should work as it currently does and that she would then speak with the Floater and the Mayor’s office to resolve any conflicts. Ald. Slocomb moved to change the existing recommendation of a position to be shared by the Clerk/Treasurer and Finance Department to be a full-time position to be shared by the Finance Department and Information Systems Department. Seconded by Ald. Pionek, motion carried 7-0. The committee took at break at 8:35 PM and reconvened at 8:50 PM. Mayor De Angelis advised that the Capital Budget committee reviewed costs for extension of fiber optic to the Municipal Garage which were originally submitted at $65,000. Joe Sommers has now received additional quotes for a revised estimate of approximately $22,000. Ald. Slocomb moved to recommend acceptance of revised estimate of approximately $22,000. Seconded by Ald. Sanders, motion carried 7-0. Ald. Slocomb requested that Joe Sommers check into wireless solutions in addition to fiber optic possibilities. Special Revenue Funds Tom Zagar, Lakes Grants Coordinator, discussed Priority Lakes Watershed budget for 2000. Tom explained that the most costly project for which we have grant funding approved would be for Freedom Square Pond redevelopment; those available funds are $119,000, which is the State’s cost-share. A determination was made to appropriate $38,500 toward project management wages from the Operating Budget. TIF Park Dedication Funds - Ald. Sanders spoke to Parks & Recreation Director Craig Anderson about the possibility of extending the bike trail from Thode Road to Muskego Dam Road. Jensen Park - An evaluation should be made on how to update this building. Park Arthur - Ald. Salentine moved to add $10,000; $7,000 for bike trail and $3,000 for an evaluation of Jensen Park. Seconded by Ald. Sanders, motion carried 7-0. Recycling Fund - It was noted that $3.00 tipping and 3% tax on corporations over a certain dollar threshold was being proposed in the State budget. Committee Of The whole - Page 3 October 7, 1999 Lake Denoon - Ald. Chiaverotti moved to close out fund with Lake Denoon Association for the Geological Water Quality Study unless the Association wanted to contribute toward the testing. Seconded by Ald. Sanders, motion carried 7-0. Dawn Gunderson will discuss with Ray Christenson. Ald. Slocomb moved to take the Special Revenue Budget Amount of $3,133,243 to public hearing. Seconded by Ald. Chiaverotti, motion carried 7-0. CAPITAL BUDGET Muskego Volunteer Fire Company - Ald. Slocomb moved to remove $4,750 for radio upgrades and $9,500 for replacement of turn out gear out of Operating Budget for Muskego Volunteer Fire Company and into the Capital Budget. Ald. Patterson moved to approve $33,000 for a radio frequency and repeater system for the Muskego Volunteer Fire Company if it cannot be upgraded for less. Seconded by Ald. Sanders, motion carried 7-0. Ald. Patterson moved to remove $35,000 from the Capital Budget for the fire safety house. Seconded by Ald. Le Doux. After considerable discussion regarding the availability of borrowing this item from other fire districts, the Mayor called for a vote. Motion carried 7-0. Plan Department - Ald. Patterson questioned use of police boat instead of purchasing a boat for Lakes Grant Coordinator. Mayor advised that this boat is not suitable for a diving pad. Public Works - During the review of the Martin Drive realignment, Mayor De Angelis advised that all future Developer’s will be required to align their access to Janesville directly opposite Martin Drive. Ald. Pionek responded that he is opposed to the entire proposal for the Martin Drive Intersection project and feels that the detention pond will not be large enough to handle all of the land north. Parks - Ald. Patterson moved to remove chipper out of proposed budget. Seconded by Ald. Sanders. Motion failed 2-5 with Ald. Patterson and Ald. Sanders voting “yes” and Ald. Slocomb, Ald. Chiaverotti, Ald. Salentine, Ald. Pionek and Ald. Le Doux voting “no”. Ald. Slocomb moved to approve Capital Budget in the amount of $2,649,061 and proceed to public hearing. Ald. Slocomb stated that he still has problem with Fire Departments budget, in general, with departments being equal and asked again that the Mayor meet with the two departments next week to determine what is subsidized by Rescue. Ald. Slocomb noted that in 1981, the Little Muskego Lake District established a two-tier system of charging for on-lake properties and off-lake properties. The City then filed a claim against the District and it has been a 15% fee since 1982. It was decided that a representative from the City will meet with the LML District to discuss equity in charge to the City for city-owned lots in the District. Ald.
