COMMITTEE OF THE WHOLE
MINUTES OF MEETING HELD JANUARY 11, 1999
Mayor De Angelis called the meeting to order at 7:15 PM. Also present were Aldermen
Slocomb, Chiaverotti, Patterson, Pionek, Salentine (arrv. 7:28 PM), Sanders (arrv. 7:50
PM) and Woodard, and Clerk-Treasurer Marenda.
The Clerk-Treasurer noted the meeting was noticed in accordance with the Open
Meeting Law.
Mayor read the notice of closed sessions.
NEW BUSINESS
Further discussion of Revised Position - Administrative Assistant. Position Description
distributed as revised with Ald. Slocomb’s technical changes. Mr. Bart Gethmann was
questioned on the valuation of points, and asked if this was a human resource clerk,
coordinator or director-type position. Mr. Gethmann stated this would be between a
clerical and coordinator position, more leaning toward a coordinator position, but
certainly not at the director level. Ald. Chiaverotti stated she talked to the personnel
services director for the county who indicated that to protect the City, until all
knowledge of laws are in place this position should perform no hiring and firing; no
writing of policy; and handle no personnel relations problems. Mayor concurred. Ald.
Chiaverotti said as to her previous comments about interactions with employees, this
should not be a problem as long as the individual in this position has the education
necessary. Ald. Salentine stated the education can be on-going and the employee has
taken six (6) human resources classes at Whitewater. Mayor acknowledged he was
not sure of percentage of time these activities will take, and maybe in time they will be
split off from this position. Currently don’t have to administer performance evaluation
program. Looking at the position spending 25% of time to do this work. The new
floater position will spend 50% of time in the Mayor’s office to handle work formerly
done by the Administrative Assistant, now replaced with human resource activities.
Mr. Gethmann stated the position went up one grade due to job knowledge due to need
to obtain better understanding of Human Resources. Also up one grade moving from
Systematic to Evaluative in the Problem Resolution category because of nature of
proper dealing with people with the need to evaluate the situation and relate it to
personnel, policies and procedures. In terms of Authority and Responsibility, because
responsibility for making the system work is high, he felt the position should be moved
up two steps for a total of 297 points, or G7.
Ald. Salentine stated this upgrade was originally proposed by Ald. D’Acquisto a couple
years ago, but never accomplished. Mr. Gethmann noted this set of duties had not
been added to the description at the time of the original study.
Ald. Slocomb asked, providing the City provides the training, what is the time frame to
bring a person up to competency to do what the position is to do? Mr. Gethmann said
talking about someone who has been doing some of these duties around the fringe
already, maybe six (6) months for competency, providing training is provided.

Mayor noted a resolution on this matter is on the Council agenda for 1/12/99.
Closed Session No. 1: Ald. Salentine moved to convene into closed session pursuant
to §19.85(1)(c) Considering employment, promotion, compensation, or performance
evaluation data of any public employe over which the governmental body has
jurisdiction or exercises responsibility, more specifically appeals regarding Wage and
Classification Plan for nonrepresented employees. Ald. Patterson seconded. Motion
carried 6-0. Mr. Gethmann was present in closed session. Joe Sommers, Jill Blenski
and Jean Marenda were present for their individual appeals, and excused during
deliberations.
Closed Session No. 2: Ald. Slocomb moved to convene into closed session pursuant
to §19.85(1)(c) considering employment, promotion , compensation, or performance
evaluation data of any public employe over which the governmental body has
jurisdiction or exercises responsibility, more specifically compensation and
classification study for represented employees. Ald. Chiaverotti seconded. Motion
carried 6-0. Mr. Gethmann was present in closed session.
It was noted the Committee will then reconvene into Open Session for the purpose of
adjournment. Clerk-Treasurer Marenda was excused from the meeting.
Open Session: Ald. Salentine moved to reconvene into Open Session. Ald. Sanders
seconded. Motion carried 7-0.
Adjournment: Ald. Patterson moved to adjourn at 10:20 PM. Ald. Slocomb seconded.
Motion carried 7-0.
