COMMITTEE OF THE WHOLE - CITY OF MUSKEGO (Approved 11/11/98)
MINUTES OF MEETING HELD THURSDAY, OCTOBER 1, 1998
The meeting was called to order at 8:45 P.M. by Chairman De Angelis. Also present were
Aldermen Woodard, Salentine, Sanders, Chiaverotti, Pionek and Finance Director Dawn
Gunderson. Alderman Patterson was excused.
Mayor De Angelis reported that the meeting was noticed in accordance with the Open
Meeting law.
Library Director Holly Sanhuber appeared before the committee to present the 1999
Operating Budget for the Library. There will be a possible reduction in security costs for
1999; moving a portion to the year 2000. A discussion was held as to library hours and
potential for additional staff to cover these additional hours and it was determined that this
discussion will be for 2000 budget process. The committee was suggested adding part
time person at mid year for six months.
Assessor Laura Mecha appeared before the committee to present the 1999 Operating
Budget for the Assessor’s Office. She stated that the revaluation is over but professional
services are still needed to keep as current as possible. She hopes to eventually add staff
in-house.
Information Systems Director Joe Sommers appeared before the committee to present the
1999 Operating Budget for the Information Systems Department. Big numbers are
anticipated for the Library with ten (10) PC’s (for the public’s use) and two printers, plus
wiring. Ald. Slocomb suggested that for the 2000 Operating Budget, that individual
departments requesting equipment and software should justify within each department’s
budget even though purchases will be done by the Information Systems Director. Ald.
Slocomb would still like to see overall Systems Management embedded in the Information
Systems Department.
Engineer/Building Inspection Director Chris Zoppa appeared before the committee to
present the 1999 Operating Budget for the Building/Engineering Department.
Plan Director Matt Sadowski appeared before the committee to present the 1999
Operating Budget for the Plan Department. The committee requested that Matt review
numbers for computation of fees. A discussion was held regarding exempt and non-
exempt employee status. A discussion was held on budgeting for sound meter. If this is
not budgeted elsewhere, it should come back with dollar amount for Plan Department
budget.
Craig Anderson appeared before the committee to present the 1999 Parks/Historical
Society and Recreation/Cable Club budgets operating budgets.

Mayor De Angelis discussed with the committee the 1999 Mayor/Council budget and
advised that he is including a Human Resource Coordinator position to his present
Administrative Assistant position and that person is receiving additional training.
Finance Director Dawn Gunderson appeared before the committee to discuss the 1999
Finance Department and City Hall operating budgets.
A discussion was held on contribution to the Little Muskego Lake Protection &
Rehabilitation District and how contribution is calculated. Ald. Slocomb advised that
sometime in April or May of 1999 he would like that item to be placed on an agenda to
come to some reasonable resolution.
