COMMITTEE OF THE WHOLE - CITY OF MUSKEGO
MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 25, 1997
The meeting was called to order at 7:08 P.M. by Chairman De Angelis. Also present
were Aldermen Pionek, Slocomb, Wooward, Salentine, Patterson and Sanders and
Finance Director Dawn Gunderson. Ald. D’Acquisto arrived at 7:15 P.M.
Mayor De Angelis reported that the meeting was noticed in accordance with the Open
Meeting law.
Municipal Judge Peter Lentz presented his 1998 Operating Budget. He explained that the
$1,500 he had requested for training could be eliminated because it was included in the
Information Systems budget. He requested that operating supplies and expenses be
increased to $4,100, up from the $2,600 he had requested, in order to include the cost of a
computer terminal and the licensing and software charge for the DOT direct access
program for the Court Clerk. The net of these two transactions would have a zero effect
on his total budget request.
Assistant Chief Andrew Mack from the Muskego Volunteer Fire Department presented
their 1998 Operating Budget. Ald. D’Acquisto relinquished his chair on the committee to
act as a citizen for discussion. Mr. Mack explained that their budget included $3,000 for
snow plowing of their facilities due to concerns with the work and timing of work that
has been done by the City’s Parks Department. He also presented a rough estimate of
$300,000 for them to establish an ambulance service. This would include $110,000 for
the purchase of an ambulance and three employees to staff the operation. Following the
discussion, Ald. D’Acquisto returned to his seat on the committee.
There was no one present to represent the Tess Corners Volunteer Fire Department.
Mayor De Angelis reviewed their budget detail.
Police Chief John Johnson presented his 1998 Operating Budget.
Ald. Pionek was excused at 8:35 P.M. to attend the Historical Society meeting.
Mayor De Angelis temporarily adjourned the meeting for a short recess at 8:51 P.M.
The meeting reconvened at 9:15 P.M.
Public Works Director John Loughney presented his 1998 Operating Budget. The
committee directed Mr. Loughney to provide them with financial figures on the cost to
change from a sand and salt mix for winter street treatment to all salt. He was also asked
to check into the number of actual light polls that will be used in the Industrial Park in
order to estimate the utility costs in the street lighting program. The committee also
directed the Mayor, Public Works Director and the Finance Director to work out
estimates on the impact of the Wisconsin Electric requested rate increase.

Librarian Holly Sanhuber presented her 1998 Operating Budget. The committee directed
the Mayor, Librarian and Finance Director to look at what costs for the transition to the
new Library Facility can be moved out of the Capital budget and into Operating.
Ald. Pionek returned to the meeting at 9:28 P.M.
Mayor De Angelis presented the 1998 Operating Budget for the Mayor and Council.
Ald. Slocomb raised concern that the $800 for auto allowance for Aldermen was
inadequate and that consideration should be made for a reimbursement of actual miles
and for other required expenses such as long distance telephone calls. The Mayor
requested that each of the Aldermen provide him with estimates of their annual traveled
miles to determine an amount for reimbursement and an estimate of the other types of
expenses that they feel they should be reimbursed for and the amount.
Finance Director Dawn Gunderson presented her 1998 Operating Budget.
Ald. D’Acquisto was called out of the meeting at approximately 10:20 P.M. on an
emergency rescue call.
Finance Director Dawn Gunderson presented the 1998 Operating Budgets for City Hall
and General Government Administration.
Due to Ald. D’Acquisto’s absence, the discussion on rescue service contracts was
deferred until the October 2, 1997 Committee of the Whole meeting.
Ald. Salentine moved to adjourn at 11:00 P.M. Ald. Sanders seconded. Motion carried.
