MINUTES OF MEETING HELD APRIL 22, 1996
The meeting was called to order by Mayor De Angelis at 7:05
P.M. Also present were Aldermen D'Acquisto, Patterson (arr.
Clerk-Treasurer Marenda. Ald. Pionek was absent.

Ald. Rasmussen moved for approval of minutes of meeting held
March 25, 1996. Ald. Salentine seconded, carried.
Clerk-Treas. Marenda read Notice of Closed Session.
Moonlighting of Police Officers for Muskego-Norway School
District was discussed with Chief Johnson and High School
Principal Rammer. Chief reported an off-duty policy was
established previously. Currently an employee has his own
company and he hires some of our police officers and others for
security at school activities. A recent seminar indicated some
Worker's Comp. The purpose today is to notify the City there
liability might be incurred by the City, especially relating to

decision to allow officers to work in the one capacity as

Mr. Rammer stated he appreciates the relationship they have
with the City and Police Department. The School District
previously used Waukesha County deputies, which didn't work
very effectively. The district then contracted with J & B
Associates, who employees off-duty City of Muskego officers for
sports events, tournaments, dances, etc., with a dramatic
improvement in the climate of these events. There are benefits
with the off-duty officers. He encouraged continuation of this
for students, officers and citizens by personal interaction
process.
Chief Johnson explained the worker's comp liability could
become an issue when the line is not clear if an injury would
occur and a determination would have to be made if the off-duty
officer was acting strictly as a security guard, or if criminal
activity occurred and the off-duty officer then acted as a
police officer.

Ald. D'Acquisto moved to convene into Closed Session pursuant
to S/S 19.85(1)(c) Considering employment, promotion,
compensation or performance evaluation data of any public
employe over which the governmental body has jurisdiction or
exercises responsibility, more specifically 1996 labor
negotiation strategies. Ald. Patterson seconded. Motion
carried 6-0. Atty. Jon Swain was also present for the closed
session.
The Committee reconvened into Open Session for continuation of
discussion items.
Item No. 2., Budget Process and Goal Setting were discussed.
Ratings were reviewed as presented by three aldermen. Ranking
needs to be looked at and finally established at the May
meeting. The aldermen who did not prioritize should submit to
the Clerk-Treasurer no later than May 1st. The Clerk-Treas.
was asked to reformat the summary sheet once all aldermen had
submitted their ranking of their priorities.
Item No. 3, Secretarial Services for Recording of Minutes. The
Clerk-Treas. presented the results of a survey of other
municipalities' procedures for taking minutes at committee
meetings.
Ald. D'Acquisto stated the continuity issue needs to be
addressed so if multiple committees are involved, an item can
also be placed on the other agendas. Mayor De Angelis stated
the Agendas will continue to be the responsibility of his
office. Follow-up could be the department that did the
minutes.
Ald. D'Acquisto stated each department head should be
responsible for implementing the policies set by a particular
committee. Example, Public Works Committee asks people to be
invited to a meeting, then the DPW secretary should send the
letter inviting them. Ald. D'Acquisto stated the department
heads need to be pro-active in bringing information to the
committee meeting and participating at the meetings, and with
the follow-up.
Mayor De Angelis suggested tape recording of the meetings by
department secretary transcribing the minutes. Ald. Rasmussen

better accommodate the separate Finance Department and
Clerk-Treasurer department, which includes panels to divide
some of the workstations. Her proposal also included the cost
of furniture for her office since the Finance Director will
take over her existing office. Ald. Salentine moved for
approval not to exceed $9,500 for panels, electrical work and
office furniture. Ald. D'Acquisto seconded, motion carried.
Meeting nights for committee meetings was discussed. The vote
was assumed to remain 3-3 to move the Thursday meetings to
Mondays, as Ald. Pionek was not present to break the tie. Ald.
Rasmussen reiterated his concern of getting all the information
