CITY OF MUSKEGO
MINUTES OF MEETING HELD MONDAY, OCTOBER 24, 1994
The meeting was called to order at 7:33 P.M. by Mayor De
Angelis. Also present were Aldermen Patterson, D'Acquisto,
Dumke, Misko, Sanders, Taube (arr. 1O:lO P.M.) and Woodard; and,
City Clerk Marenda, Chief Johnson, Chuck Dykstra, John Loughney,
Matt Sadowski and Holly Sanhuber.
The Clerk reported the meeting was noticed in accordance with
the Open Meeting Law.
Information as to equalized and assessed values, tax levy and
tax rate projections, major additional items in the operating
budget and funding of the capital budget was presented by the
Mayor.
Mayor advised that an additional revenue source is a transfer of
TIF monies for amounts owed to the City. Taking $250,000 out of
that fund would not jeopardize the fund, but eventually that
funding source will go away. The City's auditors have stated
that the City needs to make a commitment to pay their own long
term debt. That's why you're seeing $222,000 budgeted in 1995.
If additional revenue is needed to offset the general tax levy,

PUBLIC WORKS: Patterson moved to eliminate additional Highway
Patrolman for $18,595 and put in 1996 budget. D'Acquisto
to start Highway Patrolman for '95 on October 1, 1995, at a
seconded. With permission of second, Patterson changed motion
savings of approximately $9,298. Motion carried 6-0.
PLANNING DEPT.: Patterson moved to eliminate Asst. Planner
position at $32,821. Misko seconded. Patterson, with approval
of second, withdrew motion. Misko moved to eliminate
draftsperson position at $7,190 effective 1/1/95. Patterson
seconded, carried 6-0.
POLICE DEPT.: D'Acquisto moved to have both new police officers
Start 4-1-95 to save $10,470. Sanders seconded. Resident Tim
Brown commented that changing start dates just puts off what

were budgeted at a 7.5% increase over 1994, with actual premiums
to be increased 5%, with an approximate savings of $8,000.
LIABILITY INSURANCE: Mayor also reported that he had researched
an increase to the Umbrella Liability Insurance per the request
of the Finance Committee, particularly due to concerns over dam
proposed premium for 1995 of $11,288 (budgeted $14,000). Misko

LIBRARY: D'Acquisto moved that the $65,000 for site study for
the Library be deleted. Taube seconded. With approval of
second, D'Acquisto withdrew motion. D'Acquisto moved to approve
with the Library Board to narrow the scope, give input and
an amount not to exceed $40,000, with the Common Council meeting

$37,000 to Park Dedication Fund budget for Big Muskego Lake
Access site. Motion carried.
