COMMITTEE OF THE WHOLE MINUTES - 10/22/1992COMMITTEE OF THE WHOLE CITY OF MUSKEG0 0 MINUTES OF MEETING HELD OCTOBER 22, 1992 The meeting was called to order at 7:OO P.M. by Mayor Salentine. Also present were Aldermen Patterson, Simmons, Misko, Schneider, Taube, Sanders and Dumke, and City Clerk Marenda. Also present were Chief Johnson, Assessor Mecha, Fran Burgeson and Jeff Verburgt. The Committee reviewed the 1993 Budgets. #100.8400.3218 Uncollectible Personal Property Taxes -$4,581.00 Co. from resolution to write-off taxes) (per memorandum from Treasurer to delete New Berlin #100.0100.3614 Mayor-Dues & Membership (per memorandum dated 10/22/92 due to increase of League of Municipalities dues) +$170.00 Mayor Salentine assigned Aldermen specific areas of the budget for presentation at the Public Hearing: Mayor Ald. Taube Revenue Ald. Schneider Mayor thru Municipal Judge City Hall thru Information Systems Ald. Simmons Police Department thru Engineering Ald. Dumke Public Works Ald. Patterson Ald. Sanders Capital Budget Mayor Special Revenue Funds Police Chief Johnson appeared to request the Committee of Whole to reconsider the Finance Committee recommendation to remove additional squad from the Operating and Capital budgets and presented his rationale for returning it to the 1993 Budget. Ald. Taube moved to place the car back in the Operating Budget for a total of $16,645 and with Ald. Schneider, Ald. Taube, Ald. Simmons and Ald. Dumke voting in the Capital Budget $11,000. Ald. Simmons seconded, carried 4-3 "yes" and Ald. Patterson, Ald. Misko and Ald. Sanders voting "no". Jeff Verburgt, representing the Tess Corners Volunteer Fire Department, was asked by the Committee as to the status of providing a rescue unit for the western portion of the City. Jeff stated there are currently three first responders in MVFC and four to five are currently trained EMTs. In order to make a rescue squad housed in the western section, twenty to twenty-five EMTs would be necessary. It looks like it could be about two years before western end of the City. Defibrilators are housed in the Police sufficient EMTs can be trained and a unit can be housed on the Squad cars for use by the first responders. and expense in the Building, Planning & Public Works Departments, Priority Lakes Grant funds are included in the budget as a revenue Larry Kirch was directed to determine if the grant has been approved for the City of Muskego. 0 Ald. Patterson presented Library Director's explanation of copier down. The Committee determined that Account 100.7100.3511 be reduced by $1,500.00. The Committee discussed copiers for the City and felt that copiers should go through the Capital Budget for purchase rather than leasing or rental for all departments. The Committee discussed a new program for the Recreation Department and determined that all new programs must be presented to the Parks Board to authorize expenditure of funds by the Recreation Director. Ald. Taube stated there should be control by the Recreation Director over the Muskego Chorale program if it is funded by the City. It purchased through the City's budget always remain the property of the Sanders asked that the Director make it clear that all materials City. Jeff Verburgt, Tess Corners Volunteer Fire Department, expressed concern about the capital item of a Base Station for Station #1 in the amount of $4,000. which was approved for replacement by the Capital Budget Committee only in the event of failure of the Base Station. He stated the current Station is 14 years old and operating decision to place the contingency on the purchase. Ald. Dumke at 75% and should be replaced. He asked for reconsideration of the objected to the statement made by Jeff to the Capital Budget 0 Committee that if this item is not approved in the Capital Budget it will become part of the Operating Budget. Jeff stated that the items they ask for have been based on a real need and the Fire Department was asking for purchase of the unit in 1993 even if no further damage occurs to the unit. Ald. Sanders moved to remove the contingency on the purchase. Seconded by Ald. Simmons, motion carried 5-2 with Ald. Patterson, Ald. Misko, Ald. Sanders, Ald. Taube and Ald. Simmons voting "yes" and Ald. Schneider and Ald. Dumke voting "no". Assessor Laura Mecha advised the Committee she is currently in violation of State Statutes and has been in violation for four years because the State Statutes states property must be at full value every single year; it will be challenged in Court. It is the Department of Revenue's guideline if the Assessor lets it slip below 90%, they will come in. She reported that the City of New Berlin is currently going through a revaluation and she and Mayor Salentine met with the Company doing that Reval. The cost to the City of New Berlin is $228,000. for a one year program. She said that the same company estimated that they could do a similar program in the City of Muskego at approximately $23.00 per parcel (6500 parcels) which would include sales analysis and either approximately one-third interior asking for $80,000. for the first year of a two year program with the inspections or a selected number of interior inspections. She is balance to be funded in 1994. She is in the process of preparing specifications to be used in bidding out the project. .also should be noted that this funding is for 1993 only. Ald.
