COMMITTEE OF THE WHOLE- MINUTES - 10/19/1989COMMITTEE OF THE WHOLE CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 19, 1989 Meeting was called to order at 7:OO p.m. Present were Mayor Salentine, Aldermen H. Sanders, Dumke. Hilt, Patterson (arrived Taube and City Clerk Marenda. at 7:22 p.m.), D. Sanders, Simmons (arrived at 7:35 p.m.) and The 1990 budgets for the Tax Increment District Funds, Park Funds, Sewer Utility Special Debt Service Fund, Special Assessment Fund, the Operating Budget and the Capital Budget requests were reviewed, as well as the recommendations of the Finance Committee. Patterson moved that a Closed Session be held at the next Council meeting to review the Clerk's request to upgrade and reclassify the bookkeeping position. Taube seconded, carried. Simmons moved that the dollars removed from the budget by the Finance Committee for the addition of a police officer and 4-3 with H. Sanders, Patterson, Simmons and Taube voting "yes" equipment be replaced in the budget. Patterson seconded, carried and Dumke, Hilt and D. Sanders voting "no". In response to concern over the possible necessity for payment of Schweitzer advised she agreed to rearrange the hours of the for the part-time Assistant Recreation Supervisor, Jackie position. Jackie Schweitzer advised that the new compensation plan for seasonal employees would not be implemented until June. Hilt moved to reduce her budget by $3,000.00. Dumke seconded, carried. Hilt moved to reduce the Parks Department salary account by $420.00 per Finance Committee recommendation of 10/18/89. H. Sanders seconded, carried. Taube moved to increase the parade fund by $300.00. Patterson seconded, carried 5-2 with Hilt and D. Sanders voting "no". Hilt moved to increase the transfer from Unappropriated General Fund by $100,000.00, to increase Contingency by the new difference in revenues and expenditures for 1990, and to direct the Clerk to make whatever adjustments are necessary in the 1989 estimated column to reflect 9 month actuals. Simmons seconded, carried 7-0. It was determined that it was the intent of the Committee of the unemployment compensation due to a wide range of hours proposed e Whole to retain the same tax rate as last year.
