COMMITTEE OF THE WHOLE- MINUTES - 10/19/19880 COMMITTEE OF WHOLE - CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 19, 1988 Meeting was called to order at 7:52 p.m. Present were Mayor Taube and Repischak and City Clerk Marenda. Also in attendance Salentine, Aldermen Dumke, Hilt, Patterson, Penovich, Sanders, were department heads Paul DeAngelis, Chief Johnson, G. P. Lee. and Holly Sanhuber arrived at 8:20 p.m. Ray Christenson was also present. The Finance Committee minutes of 10/12/88 were reviewed. G. P. Lee presented information pertaining to mileage allowance and requested that the mileage reimbursement be increased to at least of the possibility of a flat rate plus a lower per mile 22.5$ per mile to meet IRS standards. He also asked for review allowance. Police Chief Johnson stated that he requested two new officers due to the increased growth and services to the community. He stated that he did, however, appreciate the one officer the Finance Committee has approved. Discussion followed pertaining to sending two people to conferences from one department at one time. Taube moved to allow department heads to appear before the Finance Committee for permission for more than one employee to attend a conference if the conference was deemed necessary for attendance by more than one employee, when said conference was not budgeted for. Patterson seconded. Clerk Marenda stated that if a policy would be established that would be unworkable for the other departments, she would amend her budget request to eliminate attendance of the Deputy Clerk at the annual WMCA conference. All department heads in attendance spoke in favor of providing motion was defeated 6-1 with Taube casting the only “yes” vote. education and training for themselves and their staff. In response to the Finance Committee request of October 12, 1988, Chief Johnson reported that he had researched copying costs at the Police Department, and determined that the actual cost for copies. Chief also reported on lock-outs - responding to calls the first copy is 53e with a substantial reduction for additional doors. His research indicated that of the departments he for people unable to gain entry to their automobile due to locked contacted, only one department has a charge and a number of others do not perform the service at all. He felt there could be some liability if the department charged for such service. He suggested that Muskego not charge and either discontinue responding to such calls, or continue the same service as in the past. 0 . ..I- .. a 0 Committee of Whole Minutes 10/19/88 Page 2 Patterson felt that cuts were necessary to the budget and that either a percentage or dollar amount should be given to the department heads and ask them where they could cut their budget, and what services would be affected by the cuts. Mayor Salentine presented the concept of a Vehicle Registration Fee which if set at $10.00 per automobile would generate approximately $100,000 in annual revenue to the municipality. Penovich moved, and Repischak seconded to present the budget to Public Hearing in its present form. The motion carried 6-1 with Patterson voting "no". COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW The Mayor advised that Atty. Molter contacted Star Cable Company with those matters contrary to Federal law to be unenforceable. and they indicated they will accept the City's ordinance as is Taube and Patterson felt that Atty. Molter should update the ordinance so that it conforms with current law at the expense of unable to update the ordinance by the December 15, 1988 closing Star. The Mayor stated that Atty. Molter feels he would be on the Council agenda for discussion at the October 25, 1988 date. The cable television franchise amendments will be placed meeting.
