MINUTES OF MEETING HELD DECEMBER 8, 1983
The meeting was called to order by Chairman Salentine at 7:17 P.M. Also present were Aldermen Penovich, Dumke, DeAngelis,
Gaetzke, Nilsson and Tomczyk, City Attorneys Molter and Arenz,
City Engineer Bill Mielke, Financial Consultant Seegar Swanson
and City Clerk Stewart. Ald. Colburn was absent.
Jim Peterson, Senior Staff Attorney for the Milwaukee
Metropolitan Sewerage District reviewed the proposed sewer
district boundaries and presented the history of MMSD.
Mr. Peterson responded to a number of questions from the Mayor,
Aldermen, Atty. Arenz and Bill Mielke regarding the boundaries
and the contract the City has in place with MMSD.
Mayor Salentine declared a recess at 8:45 P.M.
The meeting reconvened at 9:07 P.M.
City Engineer Bill Mielke presented the history of the sewer
situation in Muskego. He compared the FLOW concept with the MMSD
equalized valuation concept, discussed connection with MMSD and
the need for a contract to obtain EPA funds.
Financial Consultant Seegar Swanson presented graphs explaining
the revenues needed for sewer projects. He reviewed the different
types of revenues possible: Other, Reserve Capacity Assessment,
Taxes, Front Foot Assessment, User Charges and TIF. Mr. Swanson
explained the advantages and disadvantages of each method.
Attorneys Arenz and Molter elaborated on the Reserve Capacity
Assessment method of generating revenue.
Ald. Tomczyk moved to adjourn at 10:40 P.M. Seconded by Ald.
Nilsson, motion carried.
