CALL TO ORDER
Mayor Petfalski called the meeting to order at 6:05 p.m.
ROLL CALL
Present: Alderpersons Wolfe, Borgman, Kapusta, Engelhardt, Kubacki, and
Madden. Also present: Public Works and Development Director Kroeger, Finance
and Administration Director Mueller, City Attorney Warchol, and Deputy Clerk
Blenski. Absent: Alderperson Hammel.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated the meeting was noticed in accordance with the open
meeting law.
APPROVAL OF AGENDA
Alderperson Kubacki moved to approve. Alderperson Madden seconded;
motion carried.
NEW BUSINESS
Discuss 2021 Planning Calendar and Budget Goals
Mayor Petfalski stated the 2021 Budget Planning Calendar and 2021 Summary
Budget Guide were distributed. Director Mueller noted that some adjustments to
the calendar were made because of the August election.
Alderperson Kubacki asked about the Revolving Loan Fund. Director Mueller
stated that the State required that the program be discontinued. The City will be
able to retain all the funds in the account. This could be a potential funding source
for the Hillendale Road Project. Alderperson Kubacki would like to see the funds
continue to be used to foster business improvements. Ms. Mueller stated this is
ultimately a decision of the Common Council. This can be discussed further when
the 2021 Capital Budget is reviewed. She also noted that two Tax Increment
Districts would be closing in 2021. Those funds will be able to be distributed for
future loans. The City is in a very favorable financial position for 2021.
Mayor Petfalski stated input is needed regarding proposed merit increases for
2021. Pursuant to the contract, the City’s represented Patrol Officers will receive a
1.51% increase and Specialists, Detectives and 5-year plus Officers will receive a
1.76% increase. The Mayor confirmed that the proposed increases for the non-
represented employees are just for developing the budget; approval will occur at
the time the budget is adopted. Alderperson Wolfe asked what was budgeted last
year? Director Mueller stated there was a 2% merit increase and a 1% COLA

increase. The consensus was to use 1.5% for the merit increase and 1% for the
COLA increase for the 2021 Operating Budget.
Discuss Polling Place Locations for the August Election
Director Mueller is proposing to have all voting at City Hall for the August 11
election. The April election was held here and went well. Several of the City’s
polling places will still not allow their sites to be used for voting due to the
pandemic. As an Election Inspector, Alderperson Engelhardt agreed that the April
election went well. Director Mueller noted that she will be reviewing options for the
November election.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The August 11, 2020 meetings are canceled because of the election.

Alderperson Wolfe made a motion to adjourn at 6:20 p.m. Alderperson
Engelhardt seconded; motion carried.
