CALL TO ORDER
Mayor Chiaverotti called the meeting to order at 5:07 p.m.
ROLL CALL
Present: Alderpersons Wolfe, Hammel, Borgman, Engelhardt and Madden. Also present:
City Attorney Warchol, Police Chief Rens, Finance and Administration Director Mueller,
Finance and Administration Assistant Director Mustapich, Public Works and Development
Director Kroeger, DPW Superintendent Beilfuss, GIS Coordinator Caulum, Library Director
Larson and Deputy Clerk Blenski. Absent: Alderpersons Kubacki and Kapusta.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated the meeting was noticed in accordance with the open meeting law.
APPROVAL OF MINUTES – August 27, 2019
Alderperson Hammel made a motion to approve. Alderperson Madden seconded;
motion carried.
NEW BUSINESS
Presentation on the Status of City of Muskego Roads
Director Kroeger gave a presentation on the City’s roads. Superintendent Beilfuss and GIS
Coordinator Caulum provided assistance in putting the presentation together. Several
documents were distributed including a map of the 2017 Pavement Ratings, the 5 Year Road
Program (2020-2024) – Showing Planning Costs and Page 1 of 64 as an example of Road File
Ratings. Mr. Kroeger stated the most current ratings date back to 2017. The next ratings will
be done in October of this year. He stated that the annual road improvement program is
budgeted at approximately $750,000.00. Periodically, a road improvement project is done using
Capital Funds, such as the reconstruction of Baylane Drive in District 2.
Director Kroeger noted that there are several funding sources for road projects, which are:
Taxpayer Dollars, State Transportation Aids, and Local Road Improvement Program (LRIP)
Funds, which are available every two years. The City does have several procedures in place to
help mitigate road damage. Mr. Kroeger encouraged the Council Members to reach out to him
or Superintendent Beilfuss with questions or concerns.
Alderperson Wolfe stated the City needs to increase its budget for roads. Director Mueller
noted that the proposed 2020 budget does reflect a significant increase. The Mayor stated that
this will be discussed in further detail during review of the proposed budget. She thanked the
staff involved in putting the presentation together noting that it was very educational. Public
Works and Development Director Kroeger, DPW Superintendent Beilfuss, and GIS Coordinator
Caulum were dismissed.

She recommended that the Council members take time to absorb all the information.
Discussion can certainly take place tonight. The Mayor stated that net new growth is lower than
the prior year. In addition, Director Mueller noted that there will not be a significant surplus at
the end of 2019.
The following item was discussed:
City Contribution to the Muskego Senior Taxi Service - $5,000.00
The Mayor stated that amount is her recommendation.
Ald. Borgman
The service is good for the City and should get more support.
The largest expense is insurance. Other expenses are low; the budget is lean.
Funding sources are flexible and iffy and make planning difficult.
Ald. Madden
The service was given $15,000.00 last year. Those funds are still in the bank.
Now another $15,000 is being requested.
Financial information has been requested numerous times and not submitted.
Ald. Hammel
The organization is asking the City for money so it should provide the financial
information.
Ald. Wolfe
The amount in the budget is only a proposal.
He would like the full Council to be present to vote on this issue.
Mayor Chiaverotti
Financial information was submitted; however, the salary detail was not provided.
The County is in the process of reviewing the existing programs and funding.
The Mayor intends to participate in the review process.
Alderperson Wolfe moved to discuss the City’s funding to the Muskego Senior Taxi
Service at the next meeting. Alderperson Engelhardt seconded; motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Mayor stated she is terminating the existing cleaning contractor as of today. She will enter
into a temporary agreement with Jani-King to provide service until the end of the year. An
agreement for 2020 will come before the Common Council for approval.
ADJOURNMENT
Alderperson Madden made a motion to adjourn at 6:14 p.m. Alderperson Engelhardt
seconded; motion carried.
