COMMITTEE OF THE WHOLE Minutes - 6/12/2018 Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES June 12, 2018 5:50 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:13 p.m. ROLL CALL Present: Alderpersons Wolfe, Hammel, Borgman, Kapusta, Engelhardt, Kubacki and Madden. Also present: City Attorney Warchol, Police Chief Rens, Finance and Administration Director Mueller, Public Works and Development Director Kroeger, Recreation Manager Dunn and Deputy Clerk Blenski. STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting law. NEW BUSINESS Health Insurance Renewal Director Mueller distributed additional information for review regarding Health Insurance Renewal Options. Mayor Chiaverotti stated a decision had to be made tonight. Alderperson Hammel reiterated his support for a Health Savings Account (HSA) as an option. The Mayor stated that option is not common in the public sector. Discussion took place. Alderperson Kubacki moved to renew the existing health insurance plan for the next six months; alternatives should be studied and brought to the Finance Committee for review. Alderperson Kapusta seconded. Alderperson Kubacki requested a spreadsheet showing each Alternative with what the City will pay and what the employee will pay. The option of a HSA should be included. Motion carried. Finalize 2019 Budget Goals The budget goals as presented were agreed to unanimously. (Alderperson Hammel was not present for the straw poll.) Mayor Chiaverotti stated the budget process will begin shortly. Special Events and Facility Lease Agreements (Alderperson Hammel returned to the meeting during the following discussion.) The Mayor noted that Alderperson Borgman requested to have this on the agenda. Alderperson Borgman questioned the proposal to charge the Festival Committee the same rate a business would pay for the storage space at Veteran’s Park. He believes it is unfair. Manager Dunn did confirm that the space could be improved and made available for use by the community. However, she has no problem if the Festival Committee continues to use it. The City has been working to finalize agreements with four organizations currently using City-owned space. Ms. Dunn noted that the agreements protect both the City and the organizations. Director Kroeger stated that the proposed agreements are for a two-year period and only Committee of the Whole Meeting Page 2 June 12, 2018 address storage. Following discussion a monthly fee of $75 was suggested for the Festival Committee. There was no objection. School Resource Officer Cost Share Police Chief Rens stated he did some research regarding the cost to the School District for the School Resource Officers (SRO). The District currently pays 43.2% for the officer’s annual salary. That dollar amount was established when the program was initiated in 1998. It has remained the same until the present time. He is looking for direction regarding the District’s cost share going forward. The Chief is proposing the cost share be increased to 65%. That represents approximately 169 days that the SRO is at a school. The Committee supported the 65% cost share with a straw poll of 6 to 1. Alderperson Kapusta believed the increase should be phased in. Ribbon Cutting and Open House New City Hall Mayor Chiaverotti suggested the Open House be held on Thursday, August 9, 2018. A ribbon cutting would take place at 4:30 p.m. and the Open House would follow until to 6:30 p.m. The Plan Division staff has recommended holding one of the 2035 Comprehensive Plan Community Conversation Events on the same day from 5:00 p.m. to 7:00 p.m. There were no objections. The Mayor noted that City Hall would be closed to the public the week of July 2-6 to accommodate the move to the new building.
