COMMITTEE OF THE WHOLE Minutes - 9/12/2017 Approved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES September 12, 2017 5:30 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 5:42 p.m. ROLL CALL Present: Aldermen Wolfe, Hammel, Borgman, Kapusta, Engelhardt, Kubacki and Madden. Also present: City Attorney Warchol, Finance and Administration Director Mueller, Police Chief Rens, Director of Public Works and Development Kroeger, Accountant Mustapich, and Deputy Clerk Blenski, STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES – August 22, 2017 Alderman Wolfe made a motion to approve. Alderman Hammel seconded; motion carried. NEW BUSINESS Capital Projects Fund Budgets (Expenditures and Borrowing) Continued Department: Police Department Police Chief Richard Rens was present. The following Capital requests were reviewed: Project Expenditure Notes Consensus Following discussion regarding Detective Vehicle $30,500.00 Put off one the five Capital requests for the year. Department, the Chief prioritized this as fourth. The following Capital requests were reviewed: Project Expenditure Notes Consensus The remaining portion of the Moorland Road $2,335,956.00 All in favor. project needs to move forward. Reconstruction  Design work to be done in Hillendale Drive $170,000.00 All in favor 2018. Reconstruction and subject to  Bay Lane could be put off until Bay Lane $200,000.00 Director 2019. Reconstruction Mueller’s  Director Mueller will research research. since funds need to be borrowed. May be financially prudent to do both in 2018. Department Head removed. WE Energies $30,000.00 Bridge Trail Must be done. Department Comp Plan Update $42,500.00 All in favor. Head intends to extend frequency from 10 to 15 years. Director Kroeger continued with review of the following: Department – Public Works Part of established rotation Pickup Truck $40,000.00 All in favor. schedule. Pavement Striper $25,000.00 * Roadside Mower $25,000.00 * Leaf Sucker $25,000.00 * Machine *Following discussion regarding the various equipment requests, Director Kroeger was directed to prioritize them. The Committee will review at its next meeting once the information is provided. Department: Water and Sewer Utility 50/50 Split – Water and Sewer Truck $34,000.00 All in favor. 60/40 Split SCADA Upgrade $50,000.00 All in favor. Sewer $30,000 Water $20,000 Priority request for the Water Water Study $45,000.00 All in favor. Utility The remaining Water and Sewer Utility requests were previously approved or are part of the established rotation/replacement schedule. Director Kroeger will review the Sewer Utility Camera request ($100,000). 3 September 12, 2017 Department: Storm Water Director Kroeger will review. Kelsey Drive Area $30,000.00 May be able to put off to 2019. Study Department: Park Dedication Jensen Baseball $9,000.00 All in favor. Field Restoration The Committee determined to adjourn so the Common Council meeting could be held. Director Mueller noted that continuation of the budget discussions would take place at the next meeting scheduled for Thursday, September 21, 2017.
