CALL TO ORDER
Mayor Chiaverotti called the meeting to order at 6:20 pm.
PLEDGE OF ALLEGIANCE

Present: Alderman Wolfe, Hammel, Borgman, Kapusta, Engelhardt, Kubacki, Madden and
Mayor Chiaverotti. Also present: Director Mueller and Attorney Warchol.
STATEMENT OF PUBLIC NOTICE
Director Mueller stated that the meeting was noticed in accordance with open meeting law.
APPROVAL OF AGENDA
APPROVAL OF MINUTES - December 13, 2016
Alderman Madden motioned to approve. Alderman Kubacki seconded motion, minutes
approved.
NEW BUSINESS
1.) Mill Valley Ball Fields Assets Discussion
2.) Rezoning Ordinance Sunset Clause Discussion (Ald. Borgman)
3.) City Hall Update
1.) Mayor Chiaverotti reviewed Mill Valley Ball Fields Memo to Committee. DPW will collect
City owned items and will re-purpose at other City owned fields as needed. Attorney Warchol
will prepare a termination letter. Mill Valley Ball Fields consensus unanimous.
2.) Alderman Borgman led the discussion on rezoning ordinance sunset clause. Property
that has been rezoned from Commercial to Residential for developer projects that are not
moving forward, consider putting a sunset clause on the zoning, which would then revert back
to original zoning. Some of the questions and concerns that were discussed:
What if the project is delayed and zoning expires, does the Developer then need to
pay cost of rezoning again?
Who will monitor the expiration dates?
What would the extension period be? 3 years to short, unreasonable for Developers,
5-10 years?
Case law referencing Fitchburg rezoning law suit.
Making terms for plans if Developer agrees.
It was unanimous that staff should investigate further.
3.) Mayor gave an update on City Hall Facility project.
Authorized contracted Engineers, Riley, Graef and Zimmerman, prepared value
engineering cost savings and brought their recommendations to staff.
We are moving forward with most of their recommendations. Some of the cost savings
recommendations are: changes to the HVAC (indoor to outdoor), lowering the roof by
1 foot, smaller courtyard, architectural changes.
Conservative cost reduction is $500,000. Bidding will start next month.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW

Possible reconvening of the Committee of the Whole immediately following Common Council
Meeting of the same date to continue work on agenda items
Alderman Kubacki motioned to adjourn. Alderman Madden seconded motion, meeting
adjourned at 6:47 pm.
