COMMITTEE OF THE WHOLE Minutes - 8/8/2017 Approved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES August 8, 2017 6:40 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:45 p.m. ROLL CALL Present: Aldermen Wolfe, Borgman, Engelhardt, Kubacki and Madden. Also present: City Attorney Warchol and Deputy Clerk Blenski. Absent: Aldermen Hammel and Kapusta. STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES - July 25, 2017 Alderman Madden made a motion to approve. Alderman Wolfe seconded; motion carried. NEW BUSINESS Discussion Relating to the Formation of a Lake District for Lake Denoon City Attorney Warchol stated that a quorum of the Committee was present. However, if Alderman Kubacki abstains, there isn't a quorum for voting purposes. The City Attorney gave a brief overview regarding the process. The Lake Denoon residents prepared a petition for the formation of a lake district. Some City property is included in the district boundaries. The Common Council will have to adopt a resolution, which would approve the City property being in the district. Mayor Chiaverotti stated that there are internal concerns about the existing lake districts. There is no consistency. She believes research should be done before the Committee makes a recommendation to form a new one. Alderman Kubacki asked if the City property could be taken out of the district. Attorney Warchol responded yes. If that occurs, no approval from the City would be necessary. The petition would go directly to Waukesha County. Alderman Kubacki stated the reason there is interest in forming a district is there would be eligibility for grants. It also equitably distributes the cost of lake maintenance. Alderman Wolfe moved to defer. Alderman Engelhardt seconded; motion carried. ADJOURNMENT Alderman Wolfe made a motion to adjourn at 6:54 p.m. Alderman Kubacki seconded; motion carried.
