COMMITTEE OF THE WHOLE Minutes - 8/22/2017 Approved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES August 22, 2017 5:30 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 5:54 p.m. ROLL CALL Present: Aldermen Wolfe, Hammel, Borgman, Kapusta, Engelhardt, Kubacki and Madden. Also present: City Attorney Warchol, Finance and Administration Director Mueller, Deputy Clerk Blenski, Fire Chief Wojnowski and various Departments Heads and staff. STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES – August 8, 2017 Alderman Madden made a motion to approve. Alderman Wolfe seconded; motion carried. NEW BUSINESS Capital Projects Fund Budgets (Expenditures and Borrowing) Department: Library Interim Library Director Elke Saylor was present. The following Capital requests were reviewed: Project Expenditure Notes Consensus Total project cost is $292,037. Children’s Area All in favor. $102,500.00 The Library Board commitment Redesign Amount reflects 2017 is up to $100,000. Friends of carryover of $61,500.00. the Library commitment is $100,000. Carpeting $50,000.00 All in favor. Amount reflects 2017 carryover of $30,000 for Children’s Area Redesign Public Furniture $15,000.00 All in favor. Department: Information Technology Director of Information Technology Barb Loudon was present. The following Capital requests were reviewed: Project Expenditure Notes Consensus Only budget for Council A/V Technology for $133,050.00 All in favor of Chambers and Aldermen’s New City Hall $95,000. Room at this time. $80,000 plus $15,000 for contingency. MS Licensing $15,590.00 All in favor. Compliance Multi-Function $35,000.00 All in favor. Printing Devices Firewall Redundant $15,100.00 All in favor. and 911 Replacement Wireless Cameras $36,185.00-Phase 1 Deferred for Idle Isle more information. $55,165.00-Phase 2 Moreland Park and Park Arthur KIP Replacement $19,216.00 All in favor. Fire Chief Skip Wojnowski was present. The Public Safety Committee recommended 10,000 address signs at a total cost of $228,500. Chief Wojnowski displayed a sample sign. Mayor Chiaverotti stated that the request could be considered when negotiations for the next agreement with the Tess Corners Volunteer Fire Department take place. The current agreement expires in 2018. Continued Discussion Relating to the Formation of a Lake District for Lake Denoon Including Possible Discussion Regarding the Little Muskego Lake District and Big Muskego Lake/Bass Bay Protection and Rehabilitation District Mayor Chiaverotti reported that Waukesha County contacted the City. The County indicated the City property does not have to be in the district. A new petition would not be required. Waukesha County can simply remove the City property, which will result in no costs to the City. City Attorney Warchol stated that with the City property removed, a resolution is not necessary.
