COMMITTEE OF THE WHOLE Minutes - 5/26/2015 Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES May 26, 2015 6:15 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:19 pm PLEDGE OF ALLEGIANCE ROLL CALL Present: Mayor Chiaverotti, Aldermen Wolfe, Hammel, Borgman, Engelhardt, Kubacki and Madden Also Present: Chief Moser, Director Wisniewski, Director Mueller and City Attorney Larson Absent: Alderman Kapusta STATEMENT OF PUBLIC NOTICE Director Mueller stated the meeting was properly noticed. APPROVAL OF AGENDA APPROVAL OF MINUTES - April 14, 2015 Alderman Kubacki made a motion to approve the minutes of April 14, 2015, Alderman Borgman seconded. Motion passed 6 in favor. NEW BUSINESS 911 Upgrade Update Chief Craig Moser reports on 911 Upgrade: 911 upgrades were approved in the 2015 budget. During the planning process it was discovered that the Village of Mukwonago and Elm Grove were planning to purchase the same equipment. IT Director, John Wisniewski researched sharing equipment with the other municipalitiies and found there to be a significant cost savings. Originally the cost was $115k per municipality, by sharing equipment there would be a 35% savings brining the cost to $75k per municipality. Attorneys for all three municipalities are reviewing the sharing agreement. IT Director, John Wisniewski give a technical overview: There will be one core piece of equipment (Host) to be housed at the City of Muskego. The Village of Mukwonago and Elm Grove will be remote locations. By doing this upgrade the physical limitiations of existing equipment is eliminated allowing for municipalities to share equipment and route the traffic through a networking concept. If the equipment is purchased by June 30, 2015 we can realize a 35% discount. Equipment will be 911 compliant and will have the technology for texting and video to 911. At this time the video technology is not available until the State upgrades its systems. Question: Alderman Kubacki, How many municipalities can be supported? Answer: 500 Piece Apps Question: Alderman Wolfe, Is equipment upgradeable? Can we add on to it? Answer: Yes Mayor Chiaverotti comments on the trend of 911 texting. Development Sureties City Attorney Eric Larson reviews amended 2013 Wisconsin Act 280; Developer Letter of Credit and Performance Bond Question: Alderman Kubacki, What form is most appealing to Developers? Answer: Bonds. It is simular to purchasing an insurance policy. Question: Mayor Chiaverotti, Can we proceed without changing the ordinance? Answer: Yes Question: Alderman Wolfe, Should we move forward now to change the ordinance? Answer: Director, Jeff Muenkel will come forward at a later date with a change. We are currently in the process of recodification.
