Director Mueller stated the meeting was noticed in accordance with open meetings laws on
December 3, 2014.

NEW BUSINESS
IT/GIS Presentation - John Wisniewski, Director of Information Technology
IT Director John Wisniewski appeared to present an overview of the City's GIS System and
demonstrate its capabilities. He was joined by Paul Vepraskas, GIS Coordinator for the City.
Coordinator Vepraskas presented a visual walk through of the system and its applications,
users on the system and its role in providing data on crime, interpret information among
departments, planning and development, utilities and more.
Vepraskas explained that GIS can pull data from each department and share amongst
departments without adding workflow or the need for software. Users include most
departments, and the goal is to save operational costs as the data can accessed remotely.
The Department also reviewed what systems and software were being purchased prior, and
was able to streamline this process. The Department maintains 35 various websites including
those in use by planning for questions on zoning, maps, and mailings to targeted areas. Public
sites also exist with similar information, less search-by-name capablility.
The Public also has access to voting information, trail information, crime reports, aldermanic
districts and garbage and recycling information through the system. Expansion is planned to
allow interactive reporting by the public of any issues related to trails or roads. Further linking
to Waukesha County systems is also planned, along with updates to aerial photos with the
assistance MMSD and SEWRPC.
The system has drawn the attention of nearby communities like New Berlin and Brookfield, as
well as from national vendors. The Department continues to work with Tyler Technologies to
provide assessment data to residents and others who request it.
Vespraskas explained that the public can access about 10% of the data online, although if
they come into City Hall, additional data can be accessed. Director Wisniewski explained that
the savings on software alone has approached $100,000 in the past 18 months. With the
interest in the City's system, he also explained to the Aldermen that there is a potential to sell
the intellectual efforts put into the websites, but the department is careful as they are a public
entity. Most recently Dane County and the University of Whitewater to acquire these websites.

Alderman Borgman made a motion to adjourn, Alderman Kubacki seconded.
Motion Passed 6 in favor.
