BOARD OF REVIEW
CITY OF MUSKEGO
MINUTES OF MEETING HELD AUGUS~r29, 199~'
The Board of Review of the Ci t.y of riJuskego was calleCl to order by
City Clerk Jean Marenda at 10:00 A.M. Present were Iloard Members
Eugene Gaetzke, Henry Posbrig, Lynda Guhr, Jo Ann Gi:lespie and
Mert:on Bowyer. Also present ~r.le!re City Assessor Laur,. Mecha,
Deputy City Clerk Jill Blenski, Cole Layer Trumble (CLT)
Representatives David Johnson and Larry Langowski (a)'rived at
10:20 A.M.).
The following days and times were established by the Board for
future meetings to hear objections based on the avai:ability of
the members:

The Clerk will send a letter .to each board memJber ve::i fying the
dates and times they were to be present.
EugEme Gaetzke moved to nomimit~e Lynda Guhr to serve as Chairman.
Mer1:on Bowyer seconded, carrÜ~d. t-Jlerton Bowyer moved to nominate
Eugene Gaetzke to serve as Vice Chairman. Henry Pos)>rig
seconded, carried.
Assessor Laura Mecha gave a brief report to the BoaDl.
Dave Johnson explained how CLT performed the revalua':ion. He
stated that they are in the process of conducting in~ormal
meetings with people who requested a review of their assessments.
Those people will receive the resu]..ts by mail in a f.!w weeks.
There will be people coming t.o the Board of Review W:lO have not
gone through the informal meeting process with CLT
representatives.
Larry Langowski provided a briE!f explana1:ion of the :~oard of
Review process and some applicable sta-te law. The oJ>jector must
establish what he thinks: his property .ls worth. Thi:; amount must
be provided on the objection form. The City Clerk w.ll check to
see that objection forms are complE~tely filled out w:len submitted
to her. The objector must provide strong evidence t.> the Board
to show that the assessment is incorrect. Following testimony

given by the objector, the Assessor or a CLT RepreseI.tative will
be allowed time to provide evidence to support the afsessed value
placed on the property. The Board of Heview will mal:e the final
detE!rmination as to whether or not t.he assessed ValUE! will be
UphE!ld.
The Board determined that 20-minute appointments wou:d be set up.
The objector and assessor would each be allowed 5 miIffites to give
their sworn testimony. The rem~inder of the appointr~nt time
would be used by the Board to make a dE~tE!rminat.ion OJ, that
particular case, with the objector receiving notifici.tion of the
Board's decision prior to leaving. It was notE~d onCE! the Board
began deliberating, no further testimony by either tILe objector
or Assessor could be given. The Chairman/Vice ChaiTI~n were
encouraged to keep the proceedings on schedule. The Clerk stated
that: the appointments would bl:! filled on a first comE! basis. She
will notify objectors in writing giving the appointmE!nt date and
timE~ as well as guidelines for their appE!arancl:! befo]'e the Board
of Heview. The Clerk will forwrard t.he mE!eting agendLs and
objections form to the Board m~mbers in advance.
The Clerk advised the Board tha.t ShE:! is arranging fo]' a video
CamE!ra to be used at the hearings. ThE~rE! was no objE!ction from
any Board member.
The Board determined that they 'would aGCE!pt thl3 Asse!:sment Roll
as submitted to them and not formally J::,eview it. due 1,0 the
revaluation.
There being no further business to come before the
Board, Mr. Gaetzke moved to adjourn at 12: 10 P.M. un'~il September
26, 1994. Mrs. Gillespie seconded, carried.
