Board of Review Minutes - 8/20/2015 Audio on file for seven years. CITY OF MUSKEGO BOARD OF REVIEW MINUTES August 20, 2015 5:00 PM Muskego City Hall, W182 S8200 Racine Avenue CALL TO ORDER Vice-Chairman Henry Posbrig called the meeting to order at 5:08 p.m. ROLL CALL Present: Board Members Gary Boisits, Henry Posbrig, Tom Reck, and Steve Roncke. Board Member Lynda Guhr was absent. Also present City Attorney Val Anderson and Deputy Clerk Jill Blenski. Assessor Stewart Hamel arrived at 5:20 p.m. APPROVAL OF MINUTES - May 18, 2015 Gary Boisits made a motion to approve the minutes. Steve Roncke seconded. Motion Passed 4 in favor. STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated that the meeting was properly noticed. BUSINESS Verify that a Board Member has Met the Mandatory Training Requirement The Deputy Clerk stated that four of the five Board members attended training; the required affidavit was filed with the Department of Revenue. 2015 Assessment Roll and Assessor’s Report Attorney Anderson stated that because Assessor Stewart Hamel was not available at this time to present the 2015 Assessment Roll and the Assessor’s Report, a motion would be needed to take agenda items out of order. Gary Boisits made a motion to move on to the next agenda items at this time. Tom Reck seconded. Motion Passed 4 in favor. Establish Procedures of Operation and Discuss Any Additional Questions Attorney Anderson reviewed the policies that were adopted by the Board at the May meeting. The policies addressed requests for sworn telephonic or written testimony as well as requests to waive Board of Review hearings. The Board determined that it would hear all the objections first and then deliberate afterwards on August 24. The Deputy noted that three objections had been submitted. Consider Waivers of Late Objectors, Requests of Board of Review Hearing, and Requests to Testify by Telephone or Submit Written Statement(s) The Deputy stated that no waivers or requests had been received to date. Board of Review Minutes 2 August 20, 2015 Schedule Hearings The Deputy Clerk presented the schedule to the Board for the August 24th meeting. Assessor Stewart Hamel arrived at 5:20 p.m. Receive the 2015 Assessment Roll Stewart Hamel presented the 2015 Assessment Roll with the Assessor's Affidavit to the Board. Assessor's Report Stewart Hamel presented and reviewed the Annual Assessment Report to the Board. He also gave a short introduction and spoke about his position as the City Assessor. Review 2015 Assessment Roll and Perform Statutory Duties At 5:55 p.m. the Board went off the record to examine the assessment roll. At 6:58 p.m., the Board went back on the record to continue with agenda items. Adjournment to August 24, 2015 Gary Boisits made a motion to adjourn to 5:00 p.m. on Monday, August 24, 2015.
