CALL TO ORDER
Deputy Clerk Blenski called the meeting to order at 3:00 p.m.
ROLL CALL
Present: Board Members Lynda Guhr, Jeremy Keil, and Henry Posbrig. Also present: City
Attorney Jeff Warchol, Deputy Clerk Jill Blenski and Assessors Mark Link and Nick DePalma
from Tyler Technologies. Board Members Gary Boisits and Mara Spring were absent.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting
law.
BUSINESS
Select a Chairperson
Henry Posbrig moved to accept Lynda Guhr as Chairperson. Jeremy Keil seconded.
Motion carried 3 in favor.
Ms. Guhr assumed the role of Chairperson.
Select a Vice Chairperson
Jeremy Keil moved to accept Henry Posbrig as Vice Chairperson. Lynda Guhr seconded.
Motion carried 3 in favor.
Verification of Training Requirement Pursuant to Wis. Stats. Section 70.46(4)
The Deputy Clerk noted that two Board members have met the requirement. The required
Training Affidavit was filed with the Wisconsin Department of Revenue.
Confirm that the City has an Ordinance for the Confidentiality of Income and Expense
Information Provided to the Assessor
It was confirmed that the City has the required Ordinance in place.
Confirm Policy Regarding the Procedure for Sworn Telephone Testimony and Sworn Written
Testimony
Confirm Policy Regarding the Procedure for Waiver of Board of Review Hearing Requests
The Deputy Clerk confirmed that the Policies are in place and copies were provided to the
Board. Attorney Warchol noted that they were signed in 2019. No action is required.

Filing and Summary of the Annual Assessment Report by the Assessor
Assessor Link presented the 2020 Report and reviewed it in detail with the Board. He also
reviewed other supporting assessment data.
Receipt of the Assessment Roll and Sworn Affidavit of the City Assessor
The Assessment Roll was presented to the Deputy Clerk. The Assessor’s Affidavit was
completed and attached to the roll.
Establish Procedures of Operation and Deliberations
Chairperson Guhr noted that no objections were filed prior to the Board convening. The Board
will review any objections that may still be filed. As in the past, the Board will deliberate after
hearing all objections and testimony.
Examination, Correction of Errors and Certification of Corrections if Warranted and Acceptance
of the Assessment Roll Following a Determination that Open Book Changes are Included in the
Assessment Roll Presented
Assessor Link presented the 2019 Corrections and Omitted Summary for the 2020 Board of
Review.
Henry Posbrig moved to accept the following corrections to the 2019 Assessment Roll:
Personal Property:
J038 – Jimmy’s Express Carwash
Delete $71,170 – Should have been deactivated.
P110 – Perfect Pick Collectibles
Delete $8,200 – Out of business.
Real Property:
MSKC 2225.999.010
Surinak Development LLC
Add $917,000 – Land - $192,100/Improvements - $725,000
Property was omitted. Shifted from Manufacturing.
Jeremy Keil seconded. Motion carried 3 in favor.
Consider Waivers of Late Objectors
Chairperson Guhr stated there were none.
Consider Request for Waiver for Board of Review Hearing and Request to Testify by Telephone
or Submit Written Statement - Wal-Mart Real Estate Business Trust, W159 S6530 Moorland
Road, Tax Key No. 2169.999.003
City Attorney Warchol stated Wal-Mart is requesting to waive the Board of Review hearing so it
can take the matter directly to circuit court. A lawsuit was filed regarding the 2019 assessment,
which has not been settled yet. Assessor Link had no objection to the Board granting the
waiver. Jeremy Keil moved to grant the request to waive the hearing. Henry Posbrig
seconded. Motion carried 3 in favor. Chairperson Guhr signed the Request for Waiver.
Hearings and Decisions on Objections to Property Assessments
No objections were filed.

Review the 2020 Assessment Roll and Perform Statutory Duties
At 4:25 p.m., the Board went off the record to review the Assessment Roll. At 5:00 p.m., the
Board went back on the record to adjourn.
Adjournment
Henry Posbrig made a motion that the Board of Review approves the 2020 Assessment
Roll as presented by the Assessor, and having performed all of its statutory duties and
completed all of its work that came before the Board, the Board of Review adjourns
sine die subject to the Clerk fulfilling the statutory duties. Jeremy Keil seconded.
Motion carried 3 in favor.
