BMLCommM19961022BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF QUARTERLY MEETING HELD TUESDAY, OCTOBER 22, 1996 The meeting was called to order at 9:01 P.M. by Mayor De Angelis. Also present were Commissioners D'Acquisto, Patterson, Pionek, Rasmussen, Salentine, Sanders, and Suhr, Clerk -Treasurer Marenda, City Attorney Molter, Deputy Clerk Blenski and Deputy Commissioners Pilak, Slocomb, Kreiser and Jim Jackley of the DNR. Clerk -Treasurer reported that the meeting was noticed in accordance with the Open Meeting Law. Commissioner Rasmussen moved for approval of minutes of the 6/22/96 Quarterly Meeting. Seconded by Commissioner Sanders; motion carried. Old Business Mr. Pilak circulated pictures of Bass Bay and the carp eradication program. Regarding status of the boat launch, Mr. Pilak stated the spoil site is being prepared. The canal dredging for the boat launch project needs to be rebid. There is nothing else new to report. Mr. Pilak reported on the draw down status; 85% to 90% of the water is out of the Big Lake. Equipment is on site for construction of the islands which should begin some time this week. Most of the projects on Groveway Lane are near completion. Carp removal is taking place. Mr. Pilak requested that people be patient as this is a monumental task. This past weekend, several people volunteered their time to assist with the removal including Mark Paulat and Jim Jackley. To date, 200,000 lbs. have already been removed. Mr. Pilak stated the drawdown is proceeding on schedule. The pumps are back in but are not being operated at this time; they are there for a safety measure in the event torrential rains occur. As Mr. Pilak stated earlier, some of the equipment has been delivered to begin the island project. Mr. Jackley reported that the project has begun and one of the islands is 60% completed. Mr. Pilak gave the general location of the islands: Holz channel, near Boxhorn's, Groveway Lane west, Mystic, and one towards the dam. Mr. Pilak reported that concrete was poured today for the permanent carp barrier at the dam. Construction has begun. The easements are set up. Mr. Pilak stated that the canal project is not affecting the Big Lake because the dam is closed. If the gate does need to be opened in the future, the DNR will have to determine how much Board of Commissioners BML/Bass Bay Protection & Rehabilitation District 10/22/96 Page 2 water will be able to be released. The creation of the wetland is still in the planning stage. Mayor De Angelis asked Mr. Jackley what effect changing the level of the Little Muskego Lake would have. He responded that due to the toxicity of the water in the BML, water cannot be discharged at the present time. Any additional water the Big Lake receives would have an adverse effect. The island project would be put in jeopardy. The better the site conditions, the more islands that Ducks Unlimited can construct. Freezing the milfoil would also be affected. He further stated there is still reparian work being done that would be affected. The Muskego Canal Dredging project would also be affected. Mr. Jackley stated that the Little Muskego Lake will benefit from the drawdown as much as BML. Very few lakes have winter drawdowns. The drawdowns were initiated for safety concerns due to possible flooding and not for shoreline restoration. A drawdown affects wildlife, fish and plants. Mr. Jackely stated that there is no evidence that a drawdown reduces shoreline damage. Mr. Jackley stated that a one foot drawdown of Little Muskego Lake would have a significant impact on the Big Muskego Lake and the ongoing projects. The pumping would cost $10,000 in electricity alone. New Business Commissioner D'Acquisto moved for approval of the engagement letter from Conley, McDonald for the district's 1996 audit. Commissioner Suhr seconded, carried. Mr. Pilak stated that the deputy commissioners are currently working on setting up chemical treatment for weed control on Bass Bay. It is anticipated that the milfoil can be eradicated in this area as is being done on the Big Lake. More information will follow regarding the treatment. Mr. Pilak stated that the district will work with Little Muskego Lake prior to setting up the project. Mr. Pilak thanked City Hall and Mark Paulat for their efforts regarding the carp removal. Clerk -Treasurer Marenda reported on the payment of vouchers totaling $548.29 since the last meeting as follows: Big Lake Cleanup $ 22.71 City of Muskego (information sheets) 110.72 CNI Newspaper (budget hearing) 181.66 Wis. Assoc. of Lakes (dues) 150.00 City of Muskego (labels, postcards) 83.20 Total $548.29 Board of Commissioners BML/Bass Bay Protection & Rehabilitation District 10/22/96 Page 3 Commissioner Suhr moved for approval of payment of voucher in the amount of $325 to Conley McDonald for the 1995 audit.
