BMLCommM19960625BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 25, 1996 The meeting was called to order at 7:35 P.M. by Mayor De Angelis. Also present were Commissioners D'Acquisto, Patterson, Pionek, Rasmussen, Salentine, and Suhr, Clerk -Treasurer Marenda, City Attorney Molter, Deputy Clerk Blenski and Deputy Commissioner Pilak. Commissioner Sanders was absent. Clerk -Treasurer reported that the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 4/9/96 Quarterly Meeting. Seconded by Commissioner Rasmussen; motion carried. Old Business Regarding the status of the boat launch, Mr. Pilak stated that he and Mark Paulat went to the Waterways Commission in Beaver Dam. The amount of the grant funding for the project was readjusted. Commissioner Rasmussen stated there was concern about where the fill would go. Deputy Commissioner Pilak stated that a person on Hwy. "00" and Durham is willing to take. The Deputy Commissioners are working on the details. Deputy Commissioner Pilak stated that he has been in contact with Dan Hasel of the DNR to obtain assistance in the issuance of permits. In the next Newsletter, Mr. Hasel's phone number will be listed so any individual who is still waiting to receive a permit can contact him directly. Mr. Hasel stated he will intervene and try to speed up the process. Mr. Pilak provided an update on the draw down. The DNR wants to sit down with the City sometime in the middle of July to see where we stand. Progress is being made to drain the water, however, more torrential rainfall would not be advantageous. Commissioner Rasmussen asked if the project could be continued into next year. Mr. Pilak said it was too premature to say. The three major areas to be accomplished by the project were carp eradication, weed freeze out and compaction. We should get the majority of the things done. Favorable weather in the weeks ahead would be best. Construction on the islands should begin the first week in August. There has been positive response to the project. Commissioner Rasmussen asked what the final number on the islands was and the status of Ducks Unlimited being involved in the project. Mr. Pilak stated there will be a total of six islands and DU and the DNR will cover 100% of the cost of the project. The Deputy Commissioners are waiting for information from the DNR regarding weed management to be included in the Newsletter. Other articles to be included will regard clean up efforts, blasting, an updated timeline, a map of the islands and the delay for permits. Mr. Pilak attended a meeting regarding the permanent carp barrier. The project should begin sometime this Fall. The Mayor stated the City is still waiting for the Agreement. Commissioner Rasmussen asked about the potential for the carp to get around the barrier because of surrounding wetlands. Mr. Pilak stated a berm has been created which should eliminate the problem. Mr. Pilak stated he has received very little information from Wind Lake regarding their proposed wetland project. It is not a big concern right now as it is still in the planning stage. New Business Clerk -Treasurer Marenda stated that she has been informed by the Wisconsin Department of Revenue that certain budget guidelines need to be followed regarding the 1997 budget. The budget has to be published. The deadline for her to accomplish this prior to the Annual Meeting is August 1. Mr. Pilak stated the Deputy Commissioners will meet on July 3 and begin working on the budget at that meeting. He stated he will contact the Clerk -Treasurer in the near future to discuss this matter. Mayor De Angelis stated the Commissioners have written documentation before them that the following vouchers have been paid: Big Lake District Meeting $133.37 Sign Reimb. 1.15 Reimb./Meeting Refreshments 6.45 Total $140.97 Commissioner Suhr moved to adjourn at 7:50 P.M.
