BOARD OF COMMISSIONERS
MINUTES OF QUARTERLY MEETING HELD TUESDAY, APRIL 9, 1996
The meeting was called to order at 7:25 P.M. by Mayor De
Angelis. Also present were Commissioners D'Acquisto, Misko,
Patterson, Rasmussen, Salentine, Sanders and Suhr, City Clerk
Marenda, City Attorney Molter, Deputy Clerk Blenski and Deputy
Commissioner Pilak.
City Clerk reported that the meeting was noticed in accordance
with the Open Meeting Law.
Commissioner Misko moved for approval of minutes of the 1/23/96
Quarterly Meeting and 2/13/96 Special Meeting. Seconded by
Commissioner Suhr, motion carried.
Old Business
Deputy Commissioner Pilak reported on the status of the Boat
Launch, stating Mark Paulat is dealing with the property owners
across from the access site to place dredged spoils on that
field. Five to six acres are needed. The property owners are
not interested at this time. A booklet will be sent to the
farmer who cultivates the site. An alternative site is under
discussion, but not as desirable. Hopefully will be resolved.
As to the permitting process for dredging projects, Deputy
Commissioner Pilak reported that DNR's Lisa Nesta is
overburdened with projects going on in this area. Permits are
slow in coming. The DNR will not allow sidecasting for the
dredging of the channel along Holz Drive. The Groveway group is
preparing to submit their permit application.
Deputy Commissioner Pilak gave an update on the status of the
draw down. Both pumps are running and must be monitored
constantly to ensure that they do not run dry. The project is
ahead of schedule. Game fish are being removed by the DNR and
placed into Little Muskego Lake. Mr. Pilak stated that the
Deputy Commissioners are looking for direction regarding
fishing limits on Bass Bay and Big Muskego Lake. Commissioner
Sanders stated he favors the hook and line method. Mr. Pilak
supports the hook and line method also as it is the most fair
and better for property owners. He is concerned about people
discarding fish caught by any means that they do not want.
Mayor De Angelis asked if there were any problems on Little
Muskego Lake when "fishing by any means" was allowed. Mr.
Pilak stated he will check into. Mayor De Angelis stated he
would like to see history of what happened on Little Muskego
Lake.
Deputy Commissioner Pilak attended a meeting with Ducks
Unlimited (DU). Ducks Unlimited plans to do the project this

The response from residents has been very favorable for the
project and the proposed island placement. Army Corps and Ducks
Unlimited will head the project, with some work possibly being
subcontracted. Commissioner Misko stated that the farther away
from the shore the islands are located the better for safety
reasons. Mr. Pilak stated that they cannot be closer than 100
yards to shore. Commissioner Sanders asked about the timeline
for the project. Mr. Pilak responded that weather is a factor,
however, DU and Army Corps will control the time frame.
The next Newsletter will contain an article about the
possibility of creating a land conservancy. This would be a
separate entity from the lake district. One of the Deputy
Commissioners is working with Mr. Ron Ford who has created a
land conservancy for an area of Little Muskego Lake.
Deputy Commissioner Jeff Keiser, as well as Commissioner
D'Acquisto, attended a meeting with the DNR regarding the
placement of a permanent carp barrier. The City will have to
enter into an Agreement with the DNR for the placement of the
barrier which will address maintenance and liability issues.
The language in the Agreement will have to be negotiated. Mayor
De Angelis stated that the DNR would like to have this in place
very soon. Discussion took place regarding safety factors of
this device. Commissioner D'Acquisto stated that the electric
current utilized is very low intensity. The DNR has stated that
this type of barrier is very effective and power may not have to
be used all the time.
Deputy Commissioner Pilak stated that the Wind Lake Project is
still in the planning stage. The purchase of property to create
wetlands is being attempted. Wind Lake is satisfied with the
progress of the ongoing projects on Big Muskego Lake.
City Clerk Marenda reported the payment of vouchers totaling
$607.75 as follows:
Rust E & I (Draw Down Expense) $536.05
Newsletter Expense 62.00
Label Expense 9.70
Commissioner Sanders moved to adjourn at 8:05 P.M. Commissioner
Salentine seconded; motion carried.
