BMLCommM19960213BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS SPECIAL MEETING MINUTES OF MEETING HELD TUESDAY, FEBRUARY 13, 1996 The meeting was called to order at 7:44 P.M. by Chairman De Angelis. Also present were Commissioners D'Acquisto, Misko, Patterson, Rasmussen, Salentine, Sanders, and Suhr, City Clerk Marenda, City Attorney Molter, Deputy Clerk Blenski, and Grant Administrator Mark Paulat. City Clerk reported that the meeting was noticed in accordance with the Open Meeting Law. Reso. #BML 2-96 - Rejection of Bid - Big Muskego Lake Public Boat Ramp Dredging Project. Commissioner Suhr moved for adoption. Commissioner Sanders seconded. Mr. Paulat stated the reasons for rejection of the bids: 1. the per yard price of $15 is unheard of; 2. money budgeted for the project is not sufficient to cover amount of bids; 3. prices are too high for this type of project. Other avenues are being pursued. Commissioner Rasmussen asked how the estimate was determined. Mr. Paulat responded it was for the best case scenario as dictated by the original plan done by SEWRPC and DNR people. Commissioner Sanders asked when the original estimate was done. Mr. Paulat stated a couple of years ago. Commissioner Sanders asked Mr. Paulat if he had an opportunity to discuss the bid prices with the contractors. Mr. Paulat stated that there were unknown factors regarding conditions of the channel that the contractors built into their prices. Commissioner Rasmussen asked if the grant request should be substantially increased to cover the cost of this project? Mr. Paulat stated that the grant request should be increased anyway to cover some other costs that may increase. Hydraulic dredging appears to be the most cost effective way to do this project. The contractors need more information about the project so they can bid on it without fear of the unknown; this should insure a lower price. Commissioner Rasmussen asked about the time factor, do we have to do this before the drawdown is completed? Mr. Paulat stated the DNR permit expires October 1, 1996. An extension would have to be requested if the project was not near completion. Resolution #BML 2-96 adopted 7-0. Discussion as to Authoritv to Bid Out Future Projects Chairman De Angelis stated that Mark Paulat is looking for direction on rebidding the project and exploring other alternative methods. Commissioner Sanders moved to authorize the rebidding of the project and to look at alternative methods to get it accomplished. Commissioner Salentine seconded. The Clerk stated the City should be bidding out the project; the funding for the project is coming from the City and not the Big Muskego Lake district. Chairman De Angelis stated it will have to be determined who will bid it out. The district should be contributing funds for the project. Motion carried. BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION SPECIAL MEETING - PAGE 2 - FEBRUARY 13, 1996 Commissioner Salentine moved to authorize Grant Administrator, Mark Paulat, to amend the Waterways Grant application for an additional amount not to exceed $25,000. Commissioner Sanders seconded. Commissioner Misko asked about matching funding. Chairman De Angelis stated that are too many variables regarding the type of grant, the cost to do the project, and the amount of money contributed by the district through Operation Comeback, etc. Commissioner Misko expressed concern about the cost even if grant money is received.
