BOARD OF COMMISSIONERS
MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 23, 1996
The meeting was called to order at 7:50 P.M. by Mayor De
Angelis. Also present were Commissioners D'Acquisto, Misko,
Patterson, Rasmussen, Salentine, Sanders, and Suhr, City Clerk
Marenda, City Attorney Molter, Deputy Clerk Blenski, Deputy
Commissioner Jeff Kreiser, and Grant Administrator Mark Paulat.
City Clerk reported that the meeting was noticed in accordance
with the Open Meeting Law.
Commissioner Salentine moved for approval of minutes of the
October 24, 1995 quarterly meeting and the December 12, 1995
special meeting. Seconded by Commissioner Sanders, motion
carried.
Mark Paulat gave an update on the status of the boat launch.
He stated the project has been bid out with bids due February 9,
1996. Mr. Paulat further stated that he is working on
finalizing the dredging of the channel leading to the main body
of water. Commissioner Rasmussen asked if the spoils from the
dredging could be used in the area instead of being hauled out.
It was uncertain at this time.
Chairman De Angelis stated that two weeks ago he met with State
Representative Scott Gunderson and a group of residents from the
Holz Drive area trying to put together a channel dredging
project in conjuction with the drawdown. Mr. Gunderson will
meet with DNR regarding permit problems.
Deputy Commissioner Kreiser stated that the drawdown project is
ahead of schedule. A few pumps are in. One has been operated
periodically. At this point, the pumps are not running to save
on electricity. Having the gate open on the dam has been
adequate. It is anticipated the lake will be open for fishing
this summer.
Deputy Commissioner Kreiser stated that the island project has
been evaluated by the Army Corps. of Engineers and Ducks
Unlimited. They have determined the project should be done in
summer.
The next quarterly newsletter will provide an update on the
island project hopefully with a map included to show the
proposed location.
Mr. Kreiser stated that the DNR is proposing to install a
permanent carp barrier at the dam between Big Muskego and Wind
Lake. An electric barrier is being discussed. There are
concerns about safety. Chairman De Angelis stated this item is
being reviewed by the Public Works Committee. Commissioner
Rasmussen asked about Wind Lake proposing to put marshes in the
area and how that would affect the carp dam. Mr. Kreiser stated

that was a concern and would be discussed under the next item on
the agenda.
Deputy Commissioner Kreiser stated that Wind Lake is proposing
to purchase land to create some wetlands. Engineering details
are not available. The wetland area would divert some of the
flow coming from the channel and there is concern as to how this
would affect the carp dam. Chairman De Angelis asked if the
lake district would be receiving information on the proposed
project. Mr. Kreiser stated that the plans have not been
finalized. The deputy commissioners will keep in contact with
Wind Lake regarding the proposed project.
New Business
Resolution #BML 1-96 - Authorize Conversion of Protection Grant
Application to Planning Grant Application (Army Corps. of
Engineers Study of Big Muskego Lake). Commissioner Suhr moved
for adoption. Commissioner Sanders seconded. Mr. Kreiser
stated that "Bass Bay" must be identified in the Resolution to
be included in the grant. Mr. Paulat explained that the grant
is being submitted for two water bodies. He stated that the
Resolution would allow the protection grant funding previously
approved to be converted to a planning grant. The district is
doing this because more planning grant money is available.
Commissioner Salentine moved to amend to add "Bass Bay" to
Resolution #BML 1-96. Commissioner Sanders seconded, carried.
Resolution #BML 1-96 adopted 7-0.
City Clerk Marenda reported payment of voucher in the amount of
$69.60. Commissioner D'Acquisto moved to approve vouchers in
the amount of $17,789.12 for the following:

Seconded by Commissioner Rasmussen. Motion carried 7-0.
Commissioner Sanders moved to adjourn at 8:10 P.M. Commissioner
Salentine seconded, motion carried.
