BOARD OF COMMISSIONERS
MINUTES OF QUARTERLY MEETING HELD MONDAY, JANUARY 30, 1995
The meeting was called to order at 7:02 P.M. by Mayor De
Angelis. Also present were Commissioners Patterson (arrived
7:24 P.M.), Dumke, Misko, Sanders, Taube (arrived 7:33 P.M.),
Woodard, and City Clerk Marenda, Deputy Commissioners Leonard
Pilak and Ed Herda. Commissioner D'Acquisto was absent.
City Clerk reported that the meeting was noticed in accordance
with the Open Meeting Law.
Commissioner Misko moved for approval of minutes of the
December 13, 1994 special meeting. Seconded by Commissioner
Sanders, motion carried.
Deputy Commissioner Leonard Pilak reported on the status of the
Priority Lake Watershed Program. The last meeting of the
Watershed Committee was held on January 12, 1995, and the
Freedom Square, Trees On The Move, and Wind Lake projects were
discussed. There apparently is some problem with back taxes
for the Freedom Square project and that is being resolved. The
Trees On The Move project, first phase, has been completed and
they are proceeding to phase II. The Wind Lake project is on
schedule. Erosion Control as to the Stormwater Plan for the
City of Muskego was brought up to date. A newsletter will be
coming out shortly. There is still interest in the soil
testing kit which was presented at the prior meeting. We
believe people are fertilizing to excess. The kit will educate
people to eliminate excesses from runoff into lakes and
streams. The Wind Lake Management District brought forward
putting in extra outlets from Big Muskego Lake into a series of
wetlands then reattaching it to the canal in the Town of
Norway. We are Waiting for more information and answers to
many questions.
Mayor De Angelis updated the Commissioners on the status of the
Southeast Sewer Service Area. The City will be going to bid
soon on the forcemain and the HWY. 36 liftstation. The
Boxhorn, Groveway, Ryan sewer project will be going to bid in
March and construction to start this Summer on all three
projects; with a 1995 completion date for the forcemain and
Boxhorn sewer projects and a 1996 completion date on the
liftstation. The Emerald Park, Inc. forcemain was discussed at
a Standing Committee this morning and will probably proceed
this Summer.

f the Lake Management Plan was reviewed by Deputy
Leonard Pilak. Currently waiting for Governor
sign the plan. We need to order the rotenone. Once
signed, the funds will be released to implement the
Fall as scheduled. There will be a Fall drawdown

and Fall fish kill. Mayor De Angelis will write a letter to
Governor Thompson encouraging his signing of the plan.
Grant Administrator Mark Paulet reported on the status of the
public boating access and waterway. The access way has been
cleared of brush up to Lynn Kurer's property. Lynn has given
permission to remove brush on her property which will be done
within the next 30 to 60 days. The land disturbing permit is
being submitted to the DNR. The Plan Commission will review
the request to rezone both parcels to OIP (the access and the
parking area). After submittal of the land disturbing permit,
there will be a public hearing if anyone has objections. After
that, we will continue clearing brush and gravel leading up to
the lake. There is a chance that we will get a redelineation
of the wetland in one area and will have to wait until Spring.
The status of the purchase of land from Wisconsin Electric
Power Company (WEPCO) for parking was discussed by Mayor De
Angelis. He noted that the transfer should be completed within
the next three to four days. WEPCO has approved the form and
will sign and submit it. We should have control of the
property by the end of the week. As to the rezoning of the
property to OIP, some concerns in the area have been expressed
on the overflow parking in the area.

Application -Big Muskego Lake. Commissioner Dumke moved for
adoption. Seconded by Commissioner Sanders, motion carried
6-0.
Mr. Jim Jackley, DNR, reported that the grant money approved
for the drawdown will not be available until July 1, 1995. We
need to hire a consultant to review the analysis done due to
additional information and to help property owners to get
permits for shoreline work in the Summer of 1996. A newsletter
will go out explaining the process. The costs will be as
follows:

A total of $9,900 will be provided by the DNR with a local
share of $3,300. Mayor De Angelis noted that when voting on
the resolution, approval of the expenditure of $3,300.00 was
included.
Commissioner Taube arrived.

Commissioner Misko asked Jim Jackley of the DNR if the DNR
could make notification of riparian rights during the drawdown
available to residents. He also expressed displeasure with the
DNR voice mail system due to his inability to speak directly to
anyone.
Commissioner Dumke moved to approve vouchers in the amount of
$262.75. Seconded by Commissioner Misko, motion carried.
Commissioner Misko moved to adjourn at 7:38 P.M. Commissioner
Taube seconded, motion carried.
