MINUTES OF QUARTERLY MEETING HELD JUNE 29, 1994
The meeting was called to order at 7:15 P.M. by Mayor De
Angelis. Also present were Commissioners Misko, Sanders,
D'Acquisto, and Woodard, Recording Secretary Cathie Anderson,
Deputy Commissioners Pilak, Herda, Klenz, Kreiser and Sorenson.
D'Acquisto moved for approval of minutes of Quarterly Meeting
held 3/21/94 and Special Meeting held 5/24/94. Sanders
seconded, carried.
OLD BUSINESS
Status of land acquisition - Bass Bay Sportsmen's Club. Mayor
reported that the City Attorney had advised that the completed
closing documents should be received by the City on June 30,
1994, and the Mayor will proceed to secure the necessary
signatures for finalization. Deputy Commissioner Herda updated
the Committee on the potential acquisition of property for
parking area. The most feasible property at the present time
is the WEPCO property. An application has been sent to WEPCO
requesting to either buy, lease or obtain an easement. It
appears like the best alternative would be to purchase the
land. Waukesha County has notified Mayor De Angelis that the
County land is assessed at approximately $7,500.
Status of transfer of Big Muskego Lake Dam. Mayor stated that
we have to receive signatures from one property owner and then
all transfer papers will be completed and will be sent to the
State.
Status of Priority Lake Watershed Program. Deputy Commissioner
Pilak reported that several meetings are being planned on
education. No new projects are being started now with the
exception of tours, etc. The Deputy Commissioners are hoping
to have tours available for Commissioners and affected
Department Heads. Commissioner Misko inquired as to whether or
not the Deputy Commissioners were aware of the commercial
development proposed for CTH Y and CTH L. Deputy Commissioner
Klenz advised that she, on behalf of the Deputy Commissioners,
had been in attendance at the Public Works Committee to review
stormwater management plans for MSI.
Status of EPA Grant. Deputy Commissioner Pilak stated the
grant consists of seven (7) categories and that two have been
eliminated. DNR Representative, Jim Jackley, advised that
five of the seven categories are still in the running and it
looks very favorable that all five will be approved.
Status of Southeast Sewer Service Area. Mayor reported that
the City is waiting to hear from MMSD on a meeting to finalize

some of the design details for the force main so that we can
continue on with the planning of this project. Deputy
Commissioner Klenz questioned whether the force main will go
ahead even if the Krause Development does not. Mayor stated
that it is the City's intent to go ahead with the force main
and also the lift station for the Boxhorn, Ryan, Groveway
area. Deputy Commissioner Pilak urged that the City continue
with the project as there are hot spots of phosphates in that
area and they are badly in need of sewers to eliminate this
problem.
Review of Lake Management Plan. Deputy Commissioner Pilak
advised that we have just about completed all necessary
approvals and that by September of 1995, a final decision will
be given.
Eight limnocorrals have been installed that are planted with
various types of vegetation.
NEW BUSINESS:
Mr. Jeff Verburgt appeared before the Committee to introduce
members present from OPERATION COMEBACK; Phil Snow, Mel Knoll,
Art Kordus, Don Hofer. The members of OPERATION COMEBACK
presented the City with a check in the amount of $37,000.00 and
'— requested that the Commissioners and Deputy Commissioners
continue to maintain Big Muskego Lake/Bass Bay. After
receiving applause from all present, Deputy Commissioner Pilak
thanked the representatives for all of the effort expended in
raising the funds and assured them that the money will be used
to the best advantage of the lake.
Deputy Commissioner Klenz gave a presentation of all properties
that are within the District's boundaries but have been
overlooked, and properties that are not within the District's
boundaries, but are currently being charged and will be
corrected. She also presented the Commissioners with the
Deputy Commissioners recommendations for designating on -lake
and off -lake properties. If the property is on the lake, it
was classified as on -lake; if the property is separated from
the lake by cattails, it was also classified as on -lake, as
well as properties that abut any entrance to the lake; if the
property is not adjacent to the lake (meaning that its
boundaries are not adjacent to the lake or the cattails along
the lake), the property is classified as off -lake. The
Commissioners voiced agreement with the process used for
determining on -lake and off -lake properties and commended the
Deputies on the work and research involved in the project. The
Deputy Commissioners will be reviewing the fees for the
two-tier assessment at the Annual Meeting with proposed
off -lake charges of $35.00 and on -lake charges of $80.00.
Update on Field Trips. Deputy Commissioner Pilak updated the
Committee on recent field trips that were sponsored by the DNR

and that several of the Deputy Commissioners attended on Fox
Lake, Beaver Dam Lake and Pukaway. The Deputy Commissioners
felt that after the various tours, they were even more
convinced that the District is proceeding in the right
direction in the work being done to insure water quality.
Authorization for expenditure of funds for alternative public
boating access and waterway (Boxhorn). Deputy Commissioner
Pilak reviewed with the Committee correspondence received from
Mr. Kurt Bauer of SEWRPC indicating that per the District's
request, the Commission staff would be pleased to assist the
District in the preparation of the alternative public boating
access and waterway protection plan and recreational boating
fund grant application. The Commission staff time involved in
preparing the grant application and supporting plan will be
provided by the Commission under the Community Assistance
Planning Program and the District would be responsible for the
publication and related out-of-pocket costs of approximately
$800.00. The study would address several issues; an
alternative public boating access and water protection plan for
public lakes --environmental sensitivity criteria, and social
and developmental criteria which will give a thorough picture
of shallow parts of the lake, future potential public or
private access sites, etc. Commissioner Sanders moved to
approve up to $800.00 for the Study. Seconded by Commissioner
Misko, motion carried 4-0.
Review of Joint Funding Agreement-Limnocorral and reference
site monitoring of Big Muskego Lake. Deputy Commissioner Pilak
explained that the $9,600 includes the normal per year fee
along with the additional monitoring of the limnocorrals. The
District pays the $9,600 and will receive reimbursement for all
but $870.00 from the Bureau of Community Services.
Commissioner Sanders moved to approve execution of agreement
and expenditure of funds in an amount not to exceed $9,600.00.
Seconded by Commissioner D'Acquisto, motion carried 4-0.
VOUCHER APPROVAL
Mayor De Angelis reported payment of vouchers in the amount of
$3,276.64 which included the $2,200.00 item for Limnocorrals
which was approved at the 5/24/94 Special Meeting.
COMMUNICATIONS
Mayor De Angelis advised Commissioners and Deputy Commissioners
that he has been in contact with Mr. John Planke, DNR, in
regard to regulating boating traffic on Big Muskego Lake/Bass
Bay. The DNR was in agreement to regulation of ski boats only,
not fishing boats or pleasure boats. Deputy Commissioner Klenz
indicated that she had conversation with the Police Dept.
Waterpatrol officer, Officer Tom Schilling, and he indicated
that he did not feel that it would be warranted posting Big
Muskego Lake or Bass Bay because he felt control could be

established by his making more stops at those locations. If
the District wished
to enact directional traffic, an ordinance would have to be
introduced and could be done at the annual meeting scheduled
for August 29, 1994.
Commissioner D'Acquisto moved to adjourn at 8:16 P.M. Seconded
by Commissioner Woodard, motion carried.
