BMLCommM19940125BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF QUARTERLY MEETING HELD JANUARY 25, 1994 The meeting was called to order at 7:36 P.M. by Mayor De Angelis. Also present were Commissioners Patterson, Dumke, Misko, Sanders, Schneider, Taube, and Woodard, City Clerk Marenda, Deputy Clerk Blenski, City Attorney Molter, and Deputy Commissioner Pilak. Sharon Gayan of the DNR presented an update on the restoration of Big Muskego Lake; the DNR is committed to the project. Jim Jackley, also of the DNR, appeared to present an update on the Priority Watershed Project. Commissioner Patterson moved for approval of minutes of Special Meeting held December 1, 1993. Commissioner Sanders seconded. Carried. Mayor reported that the certified survey map for the public access land donated by Bass Bay Sportsmen's Club is not yet complete, but should be done sometime in the near future. The status of the transfer of Big Muskego Lake Dam was discussed. Mayor stated that correspondence has been received from Bill Sturtevant of the DNR and Ruekert & Mielke confirming that the dam can be accepted by the City. Commissioner Misko asked about inspecting the bottom of the dam. Mayor stated that an inspection would be too costly. He also stated that additional cracking was not likely. Mr. Pilak urged the Commissioners to move forward with this matter. Grant applications are contingent upon the City's acceptance of the dam. Mr. Pilak reported on the status of the Priority Lake Watershed Program. Two meetings are coming up. An informational, educational meeting will be held Thursday, February 3 followed by the March meeting. There was nothing new to report on the status of the EPA grant. Mayor reported on status of the Southeast Sewer Service project. Finalization of plans for construction of project is still in the distance, but project is on schedule. Under New Business, Commissioner Taube moved for adoption of Resolution #BML 1-94, "Approval of Lake Planning Grant Application - Big Muskego Lake." Commissioner Schneider seconded. Carried 7-0. Misko moved for adoption of Resolution #BML 2-94, "Approval of Lake Planning Grant Application - Bass Bay." Commissioner Sanders seconded. Carried 7-0. Commissioner Taube asked why -- there were two separate resolutions. Mr. Jackley stated that there are different I.D. Nos. for each of the bodies of water. Big Muskego Lake/Bass Bay Protection & Rehabilitation District Board of Commissioners - Page 2 January 25, 1994 Commissioner Taube moved for approval of Limno/Corral Research Study. Commissioner Dumke seconded, carried. Corrals would be installed this spring. The research would be done in summer. The approximate cost would be $16,000 with $12,000 being paid from the lake planning grant. The district would be responsible for $4,000. Commissioner Misko moved for approval of the engagement with Conley McDonald for the 1993 Big Muskego Lake/Bass Bay audit. Commissioner Woodard seconded, carried. Under Communications, Deputy Commissioner Pilak requested that a Special Commissioners meeting be held prior to the March 31 lake district meeting. Monday, February 28, 1994, 7:00 P.M. was chosen as the date and time for that meeting. Mayor and Commissioner Sanders will not be able to attend the March 31 meeting. Mayor requested that consideration be given to holding the BML quarterly meetings at a separate day and time as the meetings are taking about an hour to conduct which affects the starting time of any public hearings and/or the Council meeting. The Clerk reported payment of the following vouchers: Wages and Benefits $ 270.82 ell- Insurance - 1994 150.00 Postage 65.17 Computer Charges - 1994 175.00 Total $ 660.99 The Clerk requested approval for the following vouchers: Computer Program Changes $ 455.00 Postage, Mailings 269.91 Total $ 724.91 GRAND TOTAL $1,385.90 Patterson moved to approve payment of vouchers totaling $1,385.90.
