BOARD OF COMMISSIONERS
MINUTES OF QUARTERLY MEETING HELD OCTOBER 26, 1993
The meeting was called to order at 7:38 P.M. by Mayor De
Angelis. Also present were Commissioners Patterson, Dumke,
Misko, Sanders, Schneider, Taube, and Woodard, City Clerk
Marenda, Deputy Clerk Blenski, City Attorney Molter, Deputy
Commissioners Pilak, Herda, Keiser, Klenz, and Sorensen.
Commissioner Misko moved for approval of minutes of quarterly
meeting held June 22, 1993. Commissioner Patterson seconded.
Carried.
Deputy Commissioner Pilak reported on the status of the Priority
Lake Watershed Program. The project is going well and on
target. One aspect of the program is to educate various groups,
such as developers, regarding environmental issues. The
response to this effort has been good.
Mayor reported that he had a conversation with Mr. Bill
Sturtevant of the DNR last week regarding the transfer of Big
Muskego Lake Dam. Information still needed should be
forthcoming in the next month.
The Mayor also reported on the status of the Southeast Area
Sewer Plan.
Deputy Commissioner Pilak reported on the status of the EPA
Grant. They are a step closer. A title search was done to
determine ownership of land being offered through donation for
the required public access. The deadline for application has
been extended. Mr. Pilak stated that there is an item on the
agenda this evening that addressed acceptance of the Bass Bay
Sportsmen Club property to be used for the access.
Resolution #1-93 - Recommendation of Deputy Commissioners of the
Big Muskego Lake/Bass Bay Protection and Rehabilitation District
on the Acceptance of the Bass Bay Sportsmen Club Property (Tax
Key #2210.996) as a Public Access Point for Big Muskego Lake by
the City of Muskego. Taube moved for adoption. Sanders
seconded. Deputy Commissioner Pilak stated the DNR has approved
the site. He requests a meeting date be set for the
Commissioners, Deputy Commissioners and the Bass Bay Sportsmen
Club people to meet and work out the details for acceptance of
the property for the public access. Mr. Pilak stated that there
will be cost sharing with the DNR (50% - 75%) to help bring the
access up to code. "Operation Comeback" has expressed interest
in donating money for this purpose as well. Mr. Pilak estimated
that this probably would cost about $100,000 . The meeting date
was set for Wednesday, December 1 to be held at City Hall.

Taube moved to approve the Joint Funding Agreement for Water
Resources Investigations for 1994 for $4,100. Misko seconded,
carried.
Misko moved to approve payment of Joint Funding Agreement
invoice for expenses incurred through September, 1993 in the
amount of $3,200. Schneider seconded, carried.
Mrs. Marge Lubecke was present to discuss an event to be held on
January 8 and 9 of 1994 on Big Muskego Lake. It was anticipated
that this event would promote snowmobiling and the City of
Muskego. Mayor stated that a Races on Ice permit was required.
Deputy Commissioner Pilak stated that this event has been
discussed with the DNR and they were in favor. It was noted
that City Ordinance prohibits operation of snowmobiles during
certain hours. The event is being planned to run during those
hours as well, and this matter will have to be addressed.
The Clerk reported payment of the following vouchers:

The Clerk read the notice of the Special Big Muskego Lake/Bass
Bay District Deputy Commissioners' Meeting to be held Wednesday,
October 27 at 7:00 P.M. at Muskego High School.
Commissioner Sanders moved to adjourn at 8:01 P.M. Seconded by
Commissioner Taube, carried.
