MINUTES OF QUARTERLY MEETING HELD JUNE 22, 1993
The meeting was called to order at 8:03 P.M. by Mayor De
Angelis. Also present were Commissioners Patterson, Dumke,
Misko, Sanders, Schneider, Taube, and Woodard, City Clerk
Marenda, City Attorney Molter, Deputy Commissioners Pilak,
Flancher, Jones and Keiser.
Commissioner Patterson moved for approval of minutes of Special
Meeting held May 11, 1993. Commissioner Taube seconded.
Carried.
Deputy Commissioner Pilak reported on the status of the
Priority Lake Watershed Program indicating that a summary of
the project plan has been submitted for review. There will be
actual physical work done to the lake, not just a study.
Anything to be added or subtracted to the plan should be
submitted to Deputy Commissioner Pilak or the DNR.
No report was made on the status of the transfer of Big Muskego
Lake Dam.
Mayor reported that the Southeast Area Sewer Plan is still in
the design and engineering phase.
Deputy Commissioner Pilak reported that the EPA Grant is on
hold due to the lake access dilemma. They are still working
toward obtaining the grant.
As to the proposal from BioGenesis for the Big Muskego Lake
dredging, it was stated that BioGenesis still appeared
interested in the project since they have been attending the
Deputy Commissioners' meetings, but no proposal has been
received, to date.
Deputy Commissioner Jones reported on the status of property
with Tax Key #2270.995 as to whether it is in or out of the
Lake District. He stated that when the Lake District Area was
reduced to its present perimeters, this property fell outside
of the District, even though properties to the east and west
were in the District because a portion of those lands abut the
Lake. This property remains outside the District at this time.
Deputy Commissioner Pilak reported that they have come to terms
with Mr. Sam Klauser regarding proposed public access. The DNR
is satisfied with the project. He added that the Bass Bay
Sportsman Club also has approximately an eight (8) acre parcel
which might be made available to the District or the DNR as an
additional lake access point.

Deputy Commissioner Flancher reported on Operation ComeBack.
She stated there was a meeting on June 3, 1993, in Attorney
Weber's office to decide if Operation ComeBack should be
dissolved. Funds were raised through various fund raisers and
Operation ComeBack organized as a conservancy group. Another
meeting will be held on September 15, 1993, at City Hall at
7:00 P.M. Jeff Verburgt has volunteered to act as Chairman of
this group. Deputy Commissioner Pilak reported that there is
approximately $33,000.00 in the account and if Operation
Comeback is dissolved, the money would go to the DNR for
distribution within the five counties where members are located.
Deputy Commissioner Pilak stated that he would like to present
some ideas regarding the Watershed Priority Project and DNR's
appraisal on how to manage Big Muskego Lake & Bass Bay and the
findings of the Deputies at the annual meeting. They are
considering making a video, with the help of the DNR, to
educate the people on the facts surrounding the lake and feel
this video could answer some of their questions and concerns.
They are assembling a panel, and questions and concerns, and
invited Mayor De Angelis, Ald. Dumke, Ald. Sanders and Ald.
Taube to join them in the preparation of the video.
Commissioner Taube questioned the status of the Short Term
Drawdown. The DNR proposal for the Watershed was discussed.
'— The DNR would like to take this proposal to the District
members and, if members vote "yes", Short Term Drawdown is a
possibility. Deputy Commissioner Pilak stated that we will not
accept a Long Term Drawdown.
Commissioner Taube moved to adjourn at 8:17 P.M. Schneider
seconded. Carried.
