BMLCommM19920128BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD JANUARY 28, 1992 The meeting was called to order at 7:38 PM by Mayor Salentine. Also present were Commissioners Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons, and Taube, City Clerk Marenda and Attorney Molter. Also present were Deputy Commissioners Galten, Pilak, and Proeber. Commissioner Hilt moved for approval of minutes of meeting held October 22, 1991. Commissioner Dumke seconded. Carried. Deputy Commissioner Pilak reported he had no new information on the status of the Priority Lake Program. The Mayor noted that a joint meeting will be held in the near future. He stated the DNR explained to the Little Muskego Lake Association that the Priority Watershed Program's first phase will end at the dam of Little Muskego Lake. The DNR stated there will be no dredging allowed under the program. Commissioner Taube indicated that he thought the exact boundaries of the first phase haven't yet been set. He said they are anxious to have Big Muskego Lake undertake the survey of their watershed which must be completed prior to work being done. Mayor also noted the City is applying for erosion control training and salary credit funds under the local assistance grant portion of the Priority Lakes Watershed Program. The status of the transfer of the Big Muskego Lake Dam was discussed. Deputy Commissioner Galten reported that Tom Repischak indicated to him that the people doing the work at the dam left some large boulders where he used to have a boat launch, which is one reason for his not signing for the transfer since he is waiting for these boulders to be removed. The Mayor reported on the status of the southeast area sewer plan. He stated at tonight's Common Council meeting an agreement between Country Club Villages and the City of Muskego is on the agenda for action and the facilities plan to serve this area is on the MMSD agenda in February. Commissioner D. Sanders moved to approve entering into a joint funding agreement for the 1992 Water Quality Monitoring Program. Commissioner Taube seconded. Carried. The detachment request of William Tewes was considered. Deputy Commissioner Proeber suggested it be denied because it is within the area of the Lake District that was established in 1980 and he saw no reason to detach it. Commissioner Dumke questioned why Mr. Tewes wanted his property detached from the district. Mr. Tewes was not present. Commissioner Taube questioned why a previous detachment was approved. Deputy Commissioner Proeber explained his recollection of the previous detachment requests and the criteria used for detachment. Commissioner Taube moved to deny the request for detachment, Dumke seconded. Motion carried 7-0. Big Muskego Lake/Bass Bay Protection Page 2 & Rehabilitation District Board of Commissioners Meeting January 28, 1992 Deputy Commissioner Pilak stated that many months ago the deputies requested Public Safety Committee to approve signs indicating their weight limit on Bass' Bay to be placed at Sobek's Landing on the channel. Commissioner Simmons stated he understood the Public Works Department was to make the signs and the deputies were to place them. That department will be contacted as to the status of the signs.
