BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD OCTOBER 22, 1991
The meeting was called to order at 7:40 PM by Mayor Salentine.
Also present were Commissioners Dumke, Hilt, Patterson, D.
Sanders, H. Sanders, Simmons, and Taube, City Clerk Marenda and
Attorney Molter. Also present were Deputy Commissioners
Flancher, Galten, Pilak, and Sorenson.
Commissioner Hilt moved for approval of minutes of meeting held
June 25, 1991, Commissioner Dumke seconded. Carried.
Status of Priority Lake Designation Program was reviewed by
Deputy Commissioner Pilak. Nothing new except a report from
Kathy Aron, president of Wind Lake District, who feels that
everything is on schedule. Plans and money to be used for lake
drawdown could affect Priority Lake Designation Program. Mayor
noted the plan has to be put together by all of us. This year
training and planning monies are available in preparation of the
1993 project for erosion control, etc. The City is applying for
a local assistance grant for schooling and training on erosion
control for the Building Inspection Department. Mayor suggested
all start looking at possible projects. Mayor thought one
project to look at might be the rip -rapping from the discharge
from Little Muskego Lake for erosion control, which area flows
to Big Muskego Lake. Commissioner D. Sanders questioned if any
programs are being considered by Little Muskego Lake.
Commissioner Taube stated Fay Amerson is looking at sources of
non -point pollution in the 7,400 acres of the Little Lake
watershed to identify soil erosion.
Status of transfer of Big Muskego Lake Dam was reviewed. Mayor
read letters from the DNR dated October 2, 1991 stating it
appears the dam will be transferred as soon as certain criteria
is met. Mayor felt the City Engineers should make one more
inspection to assure that work that needs to be done is done
before the dam is transferred.
Status of the Southeast Area sewer plan was discussed.
Commissioner Simmons reported the Council has voted to proceed
and negotiations will start soon on an agreement with the
developer. Mayor stated the proposed agreement will be placed
on the next Finance Committee agenda.

Commissioner Taube moved for approval of Letter of Engagement
for 1991 audit -- Conley McDonald. Commissioner Simmons
seconded, carried.

Mayor reported that decision on the Emerald Park contested case
would be made by November 30, 1991.
Commissioner Taube moved to approve payment of the following
vouchers totaling $593.22. Commissioner Hilt seconded. Carried
7-0.
