BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD APRIL 29, 1991
The meeting was called to order at 7:17 P.M. by Mayor
Salentine. Also present were Commissioners Dumke, Hilt, D.
Sanders, and Simmons, and City Clerk Marenda. Commissioner
Patterson, H. Sanders, and Taube were absent. Also present were
Deputy Commissioners Flancher, Proeber, Pilak, and Sorenson.
Hilt moved for approval of minutes of meeting held March 26,
1991, D. Sanders seconded. Carried.
At this time, Mayor Salentine turned the chair over to Deputy
Commissioner Pilak. Pilak stated the purpose of the meeting was
to discuss the meaning of the drawdown, a timetable, fish
eradication, and what it means to Big Muskego Lake/Bass Bay and
Wind Lake.
Mr. Neil O'Reilly, of DNR, presented slides of the history of
the Big Lake situation. Management alternatives were reviewed
including (1) divert Wind Lake channel -- $7 million; (2) treat
Wind Lake channel water -- $4 million; (3) dredging 3 feet of
mud -- $20-60 million; (4) aeration -- not feasible; (5)
nutrient inactivitation -- not feasible; (6) drawdown --
$280,000; and (7) carp eradication -- $388,000.
The time schedule and method of drawdown and carp eradication
were reviewed.
The wildlife manager for the DNR reviewed the types of
vegetation that would be brought back as the result of the
drawdown.
Several people complained about the sewage treatment lagoons
that were allowed by the DNR and objected to having to pay to
clean up the Lake due to the problem created by those lagoons.
Mr. O'Reilly stated there are potential federal and state funds
available. He advised that if a district wants the State to
proceed to find funding for this project with EPA and DNR money,
that decision must be made before the budget proposal is
submitted in the fall of this year.
A gentleman moved to have the Board of Commissioners and Deputy
Commissioners and other interested persons continue
investigating this proposal by viewing lakes where similar
projects have been undertaken. Seconded by Deputy Commissioner
Proeber. Carried.
�- At this time, Mayor Salentine resumed the chair. He suggested
that the next meeting be held without the DNR to discuss the
findings of those involved in the continuing investigation.

Resolution #1-91, entitled "Resolution in Support of Muskego
Area Lakes Priority Lake Designation" was read by the Clerk.
Commissioner Simmons moved for adoption, Commissioner D. Sanders
seconded. Carried 4-0.
Commissioner Hilt moved to adjourn at 8:40 P.M. Commissioner
Simmons seconded. Carried.
