BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD OCTOBER 24, 1989
The meeting was called to order at 7:44 p.m. by Mayor
Salentine. Also present were Commissioners Dumke, Hilt,
Patterson, D. Sanders, H. Sanders and Simmons, City Attorney
Molter, City Clerk Marenda and Deputy Commissioners Pilak, Reinke
and McNutt. Commissioner Taube was absent.
Commissioner Patterson moved to approve minutes of meeting held
June 27, 1989. D. Sanders seconded, carried.
Commissioner Dumke updated the Commissioners on the status of the
Emerald Park Negotiating Committee.
Mayor advised November 1, 1989 would be the Public Hearing on the
Facilities Plan with the City engineer and financial consultant
in attendance, and noted that it has been determined that the
present RCA is sufficient to fund the forced main and first lift
station, with $2.2 million needed for the first phase.
Deputy Commissioner Pilak reported that the DNR had issued a carp
removal permit for the period of November 1, 1989 through March,
1990. He added that the DNR equipment could not be used due to
lack of public access. Deputy Commissioner Pilak also advised
that on November 6, 1989 the lake would be stocked with 5,000
perch and 2,500 blue gill. Regarding the drawdown and dredging
request, Pilak stated that he has talked to the DNR about how
Little Muskego Lake and Wind Lake get their permits. He stated
they are waiting for the DNR impact study to be done.
Mayor advised that he has been contacted by the DNR who had been
informed by Cathy Aron of the Wind Lake District stating they
would discontinue the testing of Wind Lake. He stated the DNR
advised it would cost $7,900.00 to continue the program to test
at 50% cost sharing, and although we have two years of free data
through the Wind Lake monitoring, with one year of drought and
one year low water flows, the DNR feels it important to
continue. Deputy Commissioner Pilak stated he did not feel one
more year would help with the drawdown since we have been testing
alot. Commissioner Simmons requested a follow up letter be sent
to the DNR with some urgency. Deputy Commissioner McNutt stated
that Gary Nelson of the DNR at the annual meeting stated it would
be at least three months before they would give us any
direction. Commissioner Simmons requested that we continue to
pursue this and McNutt was requested to contact the DNR to pursue
this request with a follow up letter. Commissioner Dave Sanders
stated that since we have two years data, and will obtain data
from the Wind Lake study he moved that we not accept future
`— testing at the dam. Hilt seconded, carried.
Big Muskego Lake/Bass Bay Minutes
— October 24, 1989
Deputy Commissioner Pilak reported that at the annual meeting he
had been elected Chairman and Ian McNutt secretary.
Deputy Commissioner Pilak asked who has the legal authority to
inform people that their property is a source of point or non -
point pollution, such as horse farms, drainage diversions, soil
erosions, etc. The Mayor noted that soil erosion controls were
enforced by the Planning and Development Department. The other
issues would be under the control of the DNR. He stated that the
Deputies felt it would be better to notify the people
first before contacting the DNR. Mayor Salentine stated he
didn't feel there would be anything to prevent the Deputies from
doing that diplomatically. McNutt added that they would like to
send a press release to advise about fertilizing, planting, etc.
on the lake shores.
The Commissioners reviewed the agreement between the City and
Conley, McDonald, Sprague & Company for audit services for the
Big Muskego Lake/Bass Bay Protection and Rehabilitation District
for 1989. Patterson moved to approve. D. Sanders seconded,
carried.
The Clerk was requested to provide a copy of the Krause letter
sent to the DNR to the Deputy Commissioners.
Simmons moved for approval of payment of vouchers in the amount
$126.75. Dumke seconded, carried 6-0.
Patterson moved to adjourn at 8:10 p.m. D. Sanders seconded,
carried.
