BMLCommM19890627BIG MUSKEGO/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD JUNE 27, 1989 The meeting was called to order at 7:55 P.M. Present were Mayor Salentine, Commissioners H. Sanders, Dumke, Hilt, Patterson, D. Sanders, Simmons, Taube, Attorney Macy and City Clerk Marenda. Also present were Deputy Commissioners Verburgt, Pilak, Oschmann and Proeber. Commissioner D. Sanders moved for approval of minutes of meeting held March 14, 1989. Seconded by Commissioner Hilt, motion carried. The Commissioners and Deputy Commissioners had nothing new on the status of the Big Muskego Lake Dam. Commissioner Dumke reported on the status of the Schultz Lane Project. He stated that due to a problem in obtaining one of the easements, the plans were redrawn to reroute the drainage on Klauser`s property which will now require a Corp of Engineers approval. This is causing a delay as well as obtaining signatures on some of the other easements. The bid documents are being prepared. Commissioner Dumke reported that negotiations are still proceeding on the Emerald Park Landfill. Deputy Commissioner Verburgt questioned if funds had been included for water quality protection. Commissioner Dumke stated that item was still in the discussion stage. Mayor Salentine updated the Commissioners on the proposed landfill legislation. The expanded sewer service area in the southeast portion of the City was discussed. Commissioner H. Sanders stated no progress has been made since the City was disapproved by MMSD several months ago. Mayor Salentine noted the facilities plan which is being partly funded by Scott Krause is completed and will be presented soon. He added that the oversizing necessary to serve the landfills will not be sufficient enough for it to be disapproved by the DNR. A letter has been written to MMSD requesting consideration, as a separate motion, be given to the approved 2005 area and the landfill area. Deputy Commissioner Leonard Pilak reported on the carp removal project stating they were waiting for response from the DNR. He noted that the DNR had turned down the request for a short term draw -down. He stated that the carp removal would be tried by the Commissioners. He said the DNR felt that a draw -down would not serve their purpose but they forgot the District wants it for carp removal. There is tremendous new weed growth and cattails. Big Muskego Lake/Bass Bay Minutes June 27, 1989 - Page 2 Deputy Commissioner Verburgt stated that in a meeting with the DNR, the USGS showed that the food chain has been interrupted by the abundance of carp. The DNR recommends a one and one-half year draw -down which would be good for some but not all. He stated the Deputy Commissioners' idea for carp eradication would be to have a draw -down during the latter part of the year, for the winter, so carp would be eliminated naturally. The DNR would not recommend it because they could not guarantee a total eradication of carp. This is a project our Association might have to do twice a year to control carp. A fish kill was also suggested at a cost of $35,000; then the DNR would restock. The total DNR project would be $55,000. The Deputy Commissioners' method would cost approximately $600 for one net. Mr. Robert Klenz elaborated on his letter to the Mayor and Council, dated June 22, 1989. Deputy Commissioner Proeber felt that all other lake long term drawn -downs have become a failure. Commissioner Taube asked if the DNR indicated they would not allow a short term drawn -down? Deputy Commissioner Verburgt responded that the DNR recommended against it, but they would not stop it. The Deputy Commissioners are asking the Commissioners for permission to proceed. Commissioner Verburgt added that the Wind Lake District was in favor of it with certain conditions. Commissioner Taube moved to request DNR permit for a short term drawn -down and netting. Commissioner Simmons seconded, motion carried. The Commissioners set the annual meeting date for Tuesday, August 29, 1989, at 7:00 P.M. with notification to be by newspaper publication only. Commissioner Simmons moved to adjourn at 8:27 P.M.
