BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD JANUARY 24, 1989
The meeting was called to order at 7:35 p.m. Present were Mayor
Salentine, Commissioners Dumke, Hilt, Patterson, Penovich,
Repischak, Sanders and Taube, City Attorney Molter and City Clerk
Marenda. Also present were Deputy Commissioners Pilak, Verburgt
Oschmann and Tobin.
Penovich moved for approval of the minutes of the meeting held
October 11, 1988. Hilt seconded, carried.
UNFINISHED BUSINESS
Update on Status of Big Muskego Lake Dam - The Mayor advised that
a meeting would be held at City Hall on January 26, 1989 at 10:00
a.m. with the DNR to review the report on the dam and discuss the
flood gate. The Deputy Commissioners were invited to attend the
meeting.
Status of Schultz Lane - Mayor noted that a Relocation Order was
on the January 24, 1989 Council agenda in order to proceed with
the transfer of property. Commissioner Dumke reported that the
two property owners involved have agreed to pay up to $17,000.00
each for their share of the cost of constructing a road
acceptable to the City. Mayor noted that Mrs. Lynn Kurer had
indicated she will come into City Hall to discuss this project.
Emerald Park Update - Commissioner Dumke reported that the final
draft will be finalized this Wednesday at the Emerald Park
meeting at 7:00 p.m.
NEW BUSINESS
Mr. Steve Field of the U.S. Geological Survey appeared before the
District with slides and a presentation on the condition of Big
Muskego Lake and Bass Bay. The cost for the study in 1988 was
$6,000.00 with a 50% cost/share program to monitor one site on
Bass Bay and two sites on Big Muskego Lake. Mr. Field stated
that the cost in 1989 would be $6,300.00 at 50% cost/share to
continue the study. He recommended that the District continue to
monitor the site on Bass Bay and only one site on Big Muskego
Lake on the south end, which would save the District
approximately $1,000.00. The first monitoring will be in
February, so a decision must be made before then.
He noted the 1988 report is ready and it will be submitted within
a couple of days to the District.

Taube asked if Field would suggest a carp eradication program.
Steve Field stated that the data suggests that the carp are
causing the problem in the summertime. He believed there was an
estimate of $50,000.00 which would include drawn -down to pack the
sedimentation, carp eradication and alum treatment for Bass Bay.
Deputy Commissioner Tobin reported that Everett Follet would
start a carp eradication program later this week.
The Deputy Commissioners recommended a continued monitoring
program along with carp eradication. Commissioner Taube moved to
approve entering into a contract with U.S.G.S., in consultation
with the Mayor and alderman of the District, to monitor two
sites, one on Bass Bay and one at the south end of Big Muskego
Lake at a cost not to exceed 50% of $5,200.00. Repischak
seconded, carried 7-0.
Facilities Plan for Expanded Sewer Service Area - Mayor Salentine
requested a report from the Deputy Commissioners as to the
creation of the expanded sewer service area. The Deputy
Commissioners were invited to attend the February 7, 1989 public
hearing being held by the Plan Commission at 6:45 p.m.
Commissioner Taube moved to adjourn. Commissioner Sanders
seconded, carried. Meeting adjourned at 8:45 p.m.
