BMLCommM19871110BIG MUSKEGO LAKE/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD NOVEMBER 10, 1987 The meeting was called to order by Chairman Salentine at 7:30 P.M. Also present were Commissioners DeAngelis, Dumke, Hilt, Patterson, Penovich, Sanders and Taube, City Clerk Stewart and City Atty. Molter (arr. 7:42 P.M.). Deputy Commissioners present were Proeber, Klenz, Repischak, Pilak and Tobin. Commissioner Penovich moved for approval of minutes of meeting held 7/14/87. Commissioner Dumke seconded, carried. The dam ownership status and turnover was reviewed. Quit claim deeds have been prepared and will be presented to the City shortly for the City Attorney's review. Deputy Commissioner Klenz reported the deputy commissioners approved the turnover at their 10/28/87 meeting subject to the City obtaining clear title at the State's expense. He indicated they also requested a management plan from the state. Deputy Commissioner Repischak explained that the locking device on the dam will stop anyone unauthorized from altering it. Deputy Commissioner Proeber stated the deputies hoped Emerald Park landfill negotiations would allow some money to check for pollution entering the lake from that site. Ald. DeAngelis presented the schedule of meeting dates and invited the deputies to attend. Mayor Salentine presented an update on proposed legislative action on landfills. Deputy Commissioner Tobin stated the deputies were concerned about the over -abundance of carp in the Bay, but have not been successful in getting a carp eradication program going. He noted $2,000 was budgeted for netting carp. On the matter of the Sandy Beach Lift Station odor problem, Commissioner Sanders advised that the vent outlets have been sealed and no complaints have been received since then. In addition a discharge vent has been placed at the end of Lannon. Deputy Commissioner Repischak reported that the U. S. Geological Survey has requested putting gauges on the dam for measuring the flow of water from Big Muskego Lake to Wind Lake. They are attempting to get approval from Mr. Heinrich, owner of the property on the west side of the dam. During a 11/6/87 discussion he stated he is in agreement to allow gauges to be installed on the dam providing they are put on by Muskego or U. S. Geological people. Who will monitor still must be worked out with U.S.G.S. Mayor noted if Public Works were requested to monitor, the hours would have to be approved. Big Muskego Lake/Bass Bay Minutes 11/10/87 - Page Two Deputy Commissioner Klenz Big reported that the deputies approved the installation of the water flow device on the Heinrich side of the dam at their 10/28/87 meeting and it was their understanding that U.S.G.S. would handle most of it. Mr. Aron, Wind Lake, stated the monitoring itself is about a 15 minute process - going to the box and checking to make sure it is functioning properly, checking the battery and taking a reading on the equipment. He said that currently the Wind Lake District does it for their device at the outlet of Wind Lake. Commissioner Patterson moved, Commissioner Taube seconded, to approve the installation of a water flow measuring device on the Heinrich side of the dam with the City of Muskego not providing any manhour work and with the monitoring to be the responsibility of the Deputy Commissioners or their assignee. Carried 7-0. Commissioner Dumke reported he had recently received several calls regarding water flow, dropping of the lake and carp. He felt that any information should be turned over to the deputies. Commissioner Patterson moved to approve the agreement with Conley, McDonald, Sprague & Co. for 1988 auditing services, subject to the cost not exceeding the 1987 cost. Commissioner Hilt seconded, carried. Locating sources of point and non -point pollution was discussed. Deputy Commissioner Proeber asked if run-off from homes being built was being monitored by the Building Inspection Department. Mayor noted that they do have the responsibility to enforce the erosion control ordinance. Deputy Klenz also stated farm run off was a problem and asked who to notify. Mayor stated run off problems related to development will be the responsibility of the Building Inspection Department. Commissioner Taube stated that he believed the DNR has studies that show that grassy areas along drainageways do create a buffer area to discourage fertilizers from entering drainage tributaries.
