BMLCommM19870714BIG MUSKEGO LAKE/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD JULY 14, 1987 The meeting was called to order by Chairman Salentine at 7:59 P.M. Also present were Commissioners DeAngelis, Dumke, Patterson, Penovich and Sanders, City Clerk Stewart and City Atty. Molter. Commissioners Hilt and Taube were absent. Deputy Commissioners present were Proeber, Pilak and Switala. Commissioner DeAngelis moved for approval of minutes of meeting held 5/12/87. Commissioner Sanders seconded, carried. Mayor reported on the status of landfill legislation and his pending meeting with the governor. Chris Gultch, Asst. Naturalist at Waukesha County expressed concern about wetlands in the area of the landfill. Atty. Molter will review Atty. Arenz's opinion on wetland/shoreland mapping and will make a report. Mayor reviewed the amended sewer service area and noted there is an Agreement on the Council agenda that will establish the method for funding the feasibility study for the facilities plan. The Annual Meeting date was set for Monday, August 31, 1987 at 7:30 P.M.. Commissioner Penovich moved for notification to be made to all property owners in the District by postcard. Dumke seconded, carried. Deputy Commissioner Proeber reported that the Wind Lake District wants to put up a fence in the channel to keep out carp. He felt the Wind Lake District should maintain the fence, and discussions would continue. Drawdown of the lake will also be discussed further. Deputy Commissioner Proeber reported that a water quality study would cost approximately $1300, and that because of poor activity from Lake Districts in complying with the Clean Water Act, a water quality study may become mandatory by 1988. It was felt that a study now would be premature since the sewer treatment plants had only recently been abandoned. Mr. Chris Gultch felt that starting a study now would show if the lake is in recovery and would provide for a base of information for comparision after the drawdown. Deputy Commissioner Switala felt that we should have our own water quality tests and not rely on a study done by Wind Lake, since we need to establish a base line for our lake and to determine where our problems are coming from. Mayor felt the study completed in 1984 showed the problem areas. r- Big Muskego Lake Minutes 7/14/87 - Page Two Deputy Commissioner Proeber stated he would be in favor of a study in 1988 or 1989 in order to monitor any changes due to the landfill sites, and to monitor for disease causing substances. Commissioner DeAngelis reported on the restoration problems at the dam site and Mr. Repischak stated he has now been contacted by the contractor and full restoration will be made. Mr. Repischak reported that a part was missing from the top of the flood gate which could cause a problem in the operation of the dam. Supt. Bertram will be advised. Mayor stated that the drawdown question will have to be resolved before the City becomes responsible for the dam. Deputy Commissioner Proeber presented a check to the Clerk from the old Operation Comeback organization for deposit in the Big Lake account. Commissioner Sanders moved to adjourn at 8:30 P.M.
