BMLCommM19870512BIG MUSKEGO LAKE/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS r-- MINUTES OF MEETING HELD MAY 12, 1987 The meeting was called to order by Chairman Salentine at 7:40 P.M. Also present were Commissioners DeAngelis, Dumke, Hilt, Patterson, Penovich, Sanders and Taube and City Clerk Stewart. Commissioner Penovich moved for approval of minutes of meeting held 2/10/87. Commissioner Hilt seconded, carried. Personal Appearance - Cathy Aron, Wind Lake Management District, appeared to discuss water quality. Also present was Mark Anderson of the DNR. Ms. Aron asked what could be done to take care of Big Muskego Lake problems which create problems for Wind Lake. She stated the new gate on the dam now lets raw fish down the channel and if a fence could be put up on the Muskego side of the channel it could contain the raw fish, and they would be willing to work to that end. Mayor advised that at this time the City of Muskego has not taken over the dam. Mr. Anderson stated that the crank for the dam is still with the City of Muskego. He asked that the Big Lake District and the Wind Lake District work together to solve the problem of water quality. Mr. Anderson stated a fence could keep some of the larger carp from going downstream, but he would have to talk to the DNB's water regulation people to see what kind of fence would be best and not be a potential impediment to navigation. Mayor Salentine felt it could be quite a maintenance problem. Mr. Nick Aron stated a fence across the entire channel would not be necessary, but just in front of the gate. There is a problem only when the gate is open. Deputy Commissioner Pilak felt a fence in front of the gate would be the best solution, and noted that Bass Bay is clearing up nicely. Mr. Anderson said he had recommended drawing down Big Muskego Lake in the past. Deputy Commissioner Klenz felt a joint meeting should be held between the Deputy Commissioners and the Wind Lake District Commissioners. Deputy Commissioner Proeber expressed concern with fencing it off due to the amount of weeds and bulrushes which would create a problem of keeping it clean. Big Muskego Lake Minutes 5/12/87 - Page 2 Mr. Anderson said he would report what type of fence can be constructed. Aron and Proeber will work out a date for meeting and the Clerk will issue notice. Mayor Salentine advised Ms. Aron that the area on Hwy. 36 where there was concern over erosion was State-owned property. Ms. Aron stated she had discussed this with the DNR and the County. She said the Building Inspector has stated there is a violation of the City's erosion control ordinance and asked if the State can be allowed to violate ordinances. Mayor Salentine stated that the Building Inspector felt the State should enforce their own erosion control ordinances. Commissioner Taube questioned if the State had such an ordinance. Mr. Anderson felt that local zoning does have some application on State-owned land and suggested the Department of Transportation be contacted. Commissioner Taube suggested a letter be sent to the DOT and if they cannot give an opinion they could be invited to the deputy commissioners meeting. The Zoning Officer was requested to write the letter. Commissioner DeAngelis reported on the status of Emerald Park Sanitary landfill. Mayor reported on the proposed landfill legislation which is tied to the budget bill, and his contact with Wis. Power and Light, the holding company. Mayor reported on the status of wetland/shoreland mapping, indicating four items have been sent to the DNR and response given. FLOW communities are objecting to the State mandating jurisdiction over local controls. Mayor reported on the status of amended sewer service area, indicating approval of the amendment to the sewer service area has been given by the DNR. Next a feasibility study will have to be done which will cost approximately $30,000, and will be discussed at next Sewer Committee meeting. DeAngelis asked Deputies to look someone to go with him and noted DeAngelis will provide a map. at watershed. Proeber requested that waders are needed. Patterson moved to adjourn at 8:07 P.M.
