BMLCommM19870210r BIG MUSKEGO LAKE/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD FEBRUARY 10, 1987 The meeting was called to order by Chairman Salentine at 7:25 P.M. Also present were Commissioners DeAngelis, Dumke, Hilt, Penovich, Sanders and Taube and City Clerk Stewart. Commissioner Patterson was absent. Hilt moved for approval of minutes of meeting held October 28, 1986. Penovich seconded, carried. Penovich moved for approval of payment of SEWRPC voucher in amount of $40.89. Dumke seconded, carried 6-0. Reso.#BML-1-87 - Recommendation to Deny Petition for Rezoning for Creation of a Sanitary Landfill (Emerald Park, Inc.). Dumke moved for adoption. DeAngelis seconded. Deputy Commissioner Tobin presented a petition with 46 signatures requesting denial of the petition for rezoning, due to concern about possible pollution of Big Muskego Lake from the landfill. Deputy Commissioner Klenz expressed concern about Muskego becoming known as a City of landfills, and felt an amendment should be made to the Municipal Code to require a fee to be paid by trucks hauling clay. Mayor noted that an ordinance must be in existence 15 months before a petition for landfill is submitted in order for it to apply to that landfill. Dumke reported that the Rules, Laws and Ordinance Committee is studying the matter. Ald. DeAngelis requested that the Deputy Commissioners study the watershed in the area of the landfill to see how it pertains to Big Muskego Lake. Deputy Commissioner Proeber reported that he had walked the area 40 years ago for the government and reported on the watershed as it was at that time. He added that the depth of the proposed landfill is far below the depth of the Big Lake. Motion to adopt #BML-1-87 carried 6-0. Mayor reported on the status of wetland/shoreland mapping, and advised it has been referred to the DNR and no response has been received. Mayor reported that SEWRPC has recommended approval of amending the sewer service area for the development of the Krause property, and response from the DNR is expected shortly. Deputy Commissioner Proeber reported that the dam is completed and it appeared that the contractor did a good job. Taube moved to adjourn at 7:40 P.M.
