BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD JUNE 25, 1985
The meeting was called to order by Chairman Salentine at
7:47 P.M. Also present were Commissioners DeAngelis, Dumke,
Hilt, Nilsson, Penovich, Taube and Tomczyk and Deputy
Commissioners Switala, Proeber, Tobin and Martins.
Dumke moved for approval of minutes of previous meeting. Tomczyk
seconded, carried.
VOUCHER APPROVAL - Tomczyk moved for approval of payment of
vouchers in the amount of $250.25. Seconded by Nilsson, carried.
UNFINISHED BUSINESS
ACCESS - Deputy Commissioner Switala reported that the Deputies
felt that the access should be on Big Muskego Lake, whereas the
DNR would prefer it on Bass Bay. The Deputies have initiated an
access point on Durham Drive north of Hi View and have submitted
the request to the DNR, and will submit the additional
information required. They will also apply for a permit to
dredge that channel if the access site would be approved by the
DNR.
NEW BUSINESS
ANNUAL MEETING - The Annual Meeting date was set for Wednesday,
August 28, 17T5 at 7:30 P.M. in the City Hall Council Chambers.
Tomczyk moved, Penovich seconded to have a letter mailed to all
District residents informing them of the date and time of the
meeting and to include an agenda, with the cost of mailing
charged to the Big Lake District.
DAM ON BIG MUSKEGO LAKE (Re ischaks Tavern) - Deputy Commissioner
Proe er reported the DNR is studying repair versus replacement
costs and will make a report to the Deputies. He advised the
last repair was made in 1909 and paid for by the State, and that
is why the State is paying now. No cost estimates have been
reported by the DNR. The DNR has also indicated their interest
in a draw -down which would run concurrent with the dam repair
project, and that issue must be voted on at the Annual Meeting.
He explained the DNR wished to place the control and maintenance
of the dam with the municipality and he recommended that the City
not accept that responsibility if not repaired to our
satisfaction. He stated he understood $35,000 is available in
State funds for dam rehabilitation.
Deputy Commissioner Switala requested that a DNR representative
be present at the Annual Meeting to discuss the draw -down and dam
repair projects.

COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW -
Mayor Salentine requested the Deputies to authorize payment of
vouchers prior to their official approval by the Board of
Commissioners since meetings are not required to be held on a
monthly basis. Commissioner Tomczyk moved to allow the Mayor or
Clerk to authorize vouchers to be paid with a total accumulation
of $250.00. Seconded by Commissioner Taube. Vouchers must be
signed by the person approving same. A copy of each invoice will
be mailed to the Secretary of the Deputy Commissioners (Switala)
for review prior to payment. Motion carried unanimously.
ADJOURNMENT - Nilsson moved to adjourn at 8:10 P.M. Penovich
seconde , carried.

MINUTES OF MEETING HELD FEBRUARY 26, 1985
The meeting was called to order by Chairman Salentine at
7:42 P.M. Also present were Commissioners DeAngelis, Dumke,
Gaetzke, Hilt, Nilsson and Penovich, Clerk Stewart and Atty.
Molter. Commissioner Tomczyk was absent. Deputy Commissioners
present were Switala, Erickson, Proeber and Tobin.
Commission Penovich moved for approval of payment of vouchers
in the amount of $150.00. Dumke seconded, carried unanimously.
The request by the Deputy Commissioners for a zoning amendment
was reviewed. Deputy Commissioner Switala stated the intent is
to provide some means of insuring future land owners in a Lake
District of lake access. Commissioner DeAngelis moved to send
this request to Plan Commission for review and recommendation
to the Rules, Laws and Ordinance Committee, and then to the
Council. Nilsson seconded, motion carried.
It was reported that an extension to July 1, 1985 had been
received from the DNR. If an access to Big Muskego Lake/Bass
Bay is approved by that date, the $13,000 which is DNR's cost -
share of the Big Muskego Lake feasibility study will be
released.
Frank Switala advised that the Deputies are negotiating to
establish some type of access.
Mayor Salentine stated that the DNR is looking at the lagoons
for fish raising, and if the channel will be acceptable for
access. Dorothy Vesbach is exploring that possibility with the
DNR.
The Deputies advised that the DNR will only pay for the access
if it is on Bass Bay. They would accept a suitable access on
Big Muskego Lake, but would not participate in funding the
cost.
Commissioner Gaetzke moved to adjourn at 7:58 P.M. Penovich
seconded, carried.
